DILA, 27-31 Charlotte Street, London W1T 1RP
The committee granted a new premises licence for DILA, located at 27-31 Charlotte Street, London W1T 1RP, allowing for the retail sale of alcohol for consumption on and off the premises, and late-night refreshment. The licence was granted with conditions, including specific opening hours and restrictions on vertical drinking. The committee decided to grant the licence under Policy PB1, acknowledging the venue's intention to operate as a restaurant and lounge with a bar.
The application had received representations from Environmental Health, the Fitzrovia Neighbourhood Association, and the Charlotte Street Association, primarily concerning potential public nuisance and public safety due to the proposed hours and the venue's location within the West End Buffer Zone.

- Conditions: A number of conditions were attached to the licence, including:
- Alcohol sales by waiter/waitress service only to seated persons, except for pre-booked private events on the first floor.
- No vertical drinking on the ground floor.
- External seating areas to be rendered unusable or removed by 23:00.
- CCTV system to be installed and maintained to police requirements.
- An incident log to be kept.
- A Challenge 21 or 25 proof of age scheme to be operated.
- Substantial food and non-intoxicating beverages to be available.
- No fumes, steam, or odours to be emitted that cause a nuisance.
- Notices to be displayed requesting patrons to leave quietly.
- No noise or vibration to emanate from the premises causing nuisance.
- A direct telephone number for the manager to be available.
- Waste management and delivery restrictions to prevent nuisance.
- No off-sales of alcohol after 23:00.
- Premises to be assessed as satisfactory by Environmental Health before opening.
- Premises capacity to be determined by Environmental Health.
The committee decided to grant the licence, finding that the attached conditions would alleviate residents' concerns and promote the licensing objectives.
Leconfield House, Curzon Street, London, W1J 5JA
The committee heard an application for a new premises licence for Leconfield House, located at Curzon Street, London, W1J 5JA. However, following an application for an adjournment by the objectors, Chesterfield House Management Ltd, due to the illness of their instructed counsel, the hearing was adjourned. The committee stated that the adjournment was in the interests of justice to allow Mr Grant to recover or find alternative counsel. The parties were encouraged to liaise with licensing services to arrange a suitable future date.
The application was for a new premises licence for Leconfield House, described as a private office and co-working space with meeting and collaboration facilities, including food and beverage areas. Representations had been received from Chesterfield House Management Ltd, Environmental Health, and other interested parties, primarily raising concerns about public nuisance, noise, and the potential for the venue to operate as a private members' club rather than solely an office space. Expert reports on noise and transport had been submitted.
