The Planning Committee of Redbridge Council met on Wednesday, 11 March 2026, to consider a schedule of applications. The meeting was set to discuss three planning applications, two of which related to a significant development at Ilford Retail Park and the third concerning a residential conversion in Cranbrook.
Scheduled Applications
Ilford Retail Park, High Road, Ilford
Two applications were scheduled concerning the development at Ilford Retail Park, located at 261 to 275 High Road, Ilford, and the Probation Office at 277 to 289 High Road.
Application 1018/25 - Variation of Conditions This application sought to vary conditions of an existing permission (0140/20) for the development. The proposed variations included changes to the residential mix to incorporate co-living and purpose-built student accommodation, a minor increase in building heights, the removal of a primary school from the masterplan, the retention of the Probation Centre, reduced basement excavation, and alterations to the provision of public open space, cycle parking, car parking, and landscaping. The development is subject to an Environmental Impact Assessment (EIA).
Application 1019/25 - Details Following Outline (Reserved Matters) This application sought approval for the layout, scale, appearance, and landscaping for the development, following the outline permission 0140/20. It also aimed to discharge several associated planning conditions, including those related to fire safety, urban design, heritage assessment, energy strategy, housing accommodation, daylight and sunlight, wind microclimate, surface water drainage, accessibility, delivery and service management, noise and vibration mitigation, sound insulation, arboricultural impact, transport strategy, and vehicular access.

- Application 2999/25 - Full Planning Permission This application proposed a single-storey side extension to an existing detached rear outbuilding, with an increase in roof height and the installation of three skylights. The proposal also included the erection of a 1.7m rear boundary wall and a 1m side boundary wall. The outbuilding was intended to be converted into a one-bedroom self-contained studio flat, with associated landscaping, waste/refuse storage, and amenity space.
The meeting was also scheduled to cover standard procedural items, including apologies for absence, declarations of interest, and the minutes of the previous meeting. The date of the next meeting was set for 15 April 2026.
