The Performance Monitoring Panel of South Holland Council met on Tuesday, 10 March 2026, to review the council's performance in the third quarter of the 2025-26 financial year. The meeting agenda included updates on housing stock condition, access to housing landlord services, and the implications of Anglian Water's protocols on planning decisions.
Q3 Performance Report 2025-26
The Panel was scheduled to receive an update on the council's performance for the period of October 1 to December 31, 2025. The report, prepared by the Assistant Director – Corporate, detailed key performance indicators (KPIs) and highlighted areas of underperformance. Notably, the percentage of corporate complaints responded to within set timescales had dropped to 77.5%, against a target of 95%. Other areas of focus included the collection of fly-tips within five working days and the proportion of homes for which an Electrical Installation Condition Report (EICR) had been carried out. The report indicated that 87% of the council's performance metrics were positive against targets, with 10% slightly below and 3% significantly under target.
Review of Implemented Planning Decisions
A report from the Assistant Director – Planning and Strategic Infrastructure was scheduled to be presented, detailing the conclusions of a review of implemented planning decisions. This review involved a tour of various development sites undertaken with members and comments made at the Planning Committee. The report noted that no new comments or issues were raised at the Planning Committee meeting on January 7, 2026, regarding the conclusions drawn from the Performance Monitoring Panel's review. The recommendations from the initial review included continuing the implemented planning decisions tour every two years and extending invitations to members of the Planning Committee.
Housing Stock Condition Survey
The Panel was set to receive findings from the Housing Revenue Account (HRA) stock condition surveys, conducted between October 2024 and January 2026. The report from the Assistant Director – Housing aimed to present an overview of these findings and how they inform the HRA Business Plan and future investment programmes. The survey covered 90.33% of the HRA stock, providing data on property condition, Decent Homes assessment, and Housing Health and Safety Rating System (HHSRS) surveys. The report highlighted that most components were achieving their expected lifespan, with only a small proportion requiring earlier replacement. It also detailed the council's strategy for maintaining up-to-date data and meeting the requirements of the Regulator of Social Housing (RSH).
Housing Landlord Service - Access to Service
This item was scheduled to analyse the accessibility of the Housing Landlord Service across key protected characteristics. The report from the Assistant Director – Housing aimed to assess whether service provision remains accessible, fair, and compliant with the RSH Consumer Standards. The analysis covered engagement with services such as repairs, rent arrears, complaints, and anti-social behaviour reports, comparing access rates across different protected characteristics including gender, age, nationality, ethnicity, and disability. While generally showing proportionate access, the report noted some marginally lower access rates for specific ethnic minorities, nationalities, and age groups, with suggested actions to encourage greater engagement.
Briefing Note on Anglian Water Protocols
A briefing note was to be provided by the Assistant Director – Planning and Strategic Infrastructure, offering an overview of the implications of water infrastructure issues on planning decisions. This followed a presentation by Anglian Water at a previous meeting, which discussed their role in the planning process, their recent performance, and planned network improvements. The briefing was expected to address Anglian Water's increasingly robust approach to responding to planning applications, including their stance on network capacity and the potential use of pre-occupation conditions, such as Grampian conditions, for developments. The report aimed to outline the Local Planning Authority's (LPA) perspective and propose a strategy for addressing these issues, particularly concerning allocated sites and unallocated sites.
Performance Monitoring Panel Work Programme
The Panel was scheduled to review its Work Programme for the upcoming period. The report from the Assistant Director – Governance (Monitoring Officer) outlined proposed items for future meetings and identified task groups. This agenda item allowed members to consider the relevance and timeliness of the Work Programme and identify any additional issues for inclusion. The appendices detailed the calendar of future meetings and the status of ongoing and proposed task groups.
