Open Council Network is an independent organisation. We report on Harrow and are not the council. About us
The Chief Officers' Employment Panel was scheduled to discuss proposed senior management restructures within two directorates and consider an appointment for a key strategic role. The meeting's agenda included proposals for remuneration packages for newly created senior positions and the potential deletion of existing roles.
Senior Management Restructure, Culture, Environment & Economy
The panel was scheduled to consider a report regarding a proposed restructure within the Culture, Environment & Economy (CEE) directorate. This report outlined plans for new remuneration packages for senior management positions, including an Assistant Director of Culture, Leisure and Learning and an Assistant Director of Traffic, Highways & Parking Services. The report indicated that the proposed changes aimed to realigning functions to specialist service areas will reduce duplication, clarify decision rights, and strengthen delivery against environment, community wellbeing digital transformation and economic growth priorities.
1 It was also noted that the CEE directorate would be renamed Environment and Culture
as part of these changes. The report stated that formal consultation with staff and trade unions had not yet commenced, and any approved changes would be subject to this process.
Approval of Remuneration Packages for Housing & Regeneration Directorate Restructure
A report was scheduled for discussion concerning the approval of remuneration packages for senior management roles following a restructure of the Regeneration and Sustainable Development Division within the Housing & Regeneration directorate. The proposals included the creation of an Assistant Director of Property & Asset Strategy at a D1 grade, with a remuneration package between £100,389 and £108,213. The report indicated that the vacant role of Director of Regeneration and Sustainable Development (D2 grade) was proposed for deletion, which was expected to result in a saving of £31,462 per annum. The report also outlined future aspirations for an enhanced senior management team up to MG4 grade, which would form Phase 2 of the restructure. The aim of these changes was to strengthen the leadership in Housing and Regeneration directorate and lead to strategic optimisation and maximise income generation.
