The Corporate Services Committee meeting scheduled for 15 April 2026 was set to review the draft People & HR Business Plan for 2026-29, receive updates on health and safety, and consider internal audit reports. Draft People & HR Business Plan 2026-29
A significant item on the agenda was the consideration of the draft People & HR Business Plan for 2026-29. This three-year plan, presented by the Chief People Officer and Executive Director of HR, Cliff Morton, outlines the strategic direction for the People & HR function as a core enabling function of the City of London Corporation. The plan aims to support the delivery of the People Strategy and the Corporate Plan 2024-29. It details key objectives, priority workstreams, and major projects, focusing on areas such as My Contribution, My Reward,
My Wellbeing and Belonging,
Trustworthy Leadership,
My Talent and Development,
and Building Brilliant Basics.
The plan also includes an action plan for measuring success and details the enablers, including people, workforce numbers, demographics, and financial implications. The report indicated that the plan had been revised in response to feedback from Members at a previous meeting.
Health & Safety Update
An update on Corporate Health & Safety performance for the period of January 2025 to March 2026 was scheduled for discussion. The report, presented by the Deputy Town Clerk and Oli Sanandres, Director of Health & Safety, was expected to provide visibility on the impact of the SafetyNet system and the safety management framework, highlighting improvements in incident reporting, reporting time, and investigation time. The report indicated positive performance in RIDDOR injury rates, which were noted as being below the national average. Organisational assurance was reported at 61%, nearing the 65% target. The update was also expected to cover the Tell the Story
pillar of the Health & Safety Strategy, focusing on leadership, planning, and the role of all parts of the organisation in ensuring safety.
Internal Audit Insight Reports
The committee was scheduled to receive two internal audit insight reports. The first, on Corporate Health and Safety, provided an examination of the strategic framework for Health and Safety, building on previous findings. It noted improvements in the maturity score but highlighted that the effectiveness of the Corporate Health and Safety function was undermined by its capacity. The second report focused on the Corporate Code of Conduct, assessing the framework and governance arrangements supporting the policy. This report concluded that the organisation lacked an effective corporate framework to govern, maintain, embed, and monitor the Code of Conduct, and that while improvement activities were planned, gaps in assurance and governance currently existed.
Other Scheduled Discussions
The agenda also included a report on the Forward Plan of the Chief People Officer and Executive Director of HR, and an Action Tracker report from the Town Clerk, both for information. Additionally, the committee was scheduled to consider the City Surveyor's Department - Corporate Property Group: Operating Model Review and Guildhall Security: Strategic Transformation to Support Sustainable Service Delivery, both of which were marked for decision. A report on the Chief Information Security Officer from the Chamberlain was also listed for decision. Other items for information included presentations on HR Dashboards and an HR Update from the Chief People Officer and Executive Director of HR, as well as a Town Clerk's Update. A report concerning Member Led Recruitment - Chief People Officer was also scheduled for decision, alongside a Procurement Breach Waiver - Appointment of Interim Chief People Officer for information. The committee was also scheduled to consider a motion for the exclusion of the public for certain items of business.
