Summary

Open Council Network is an independent organisation. We report on Leicester and are not the council. About us

The Conservation Advisory Panel of Leicester Council was scheduled to consider a range of development proposals, with a particular focus on applications impacting listed buildings and conservation areas. The meeting's agenda included discussions on new primary school construction, mixed-use developments in conservation areas, and apartment buildings.

Development at Mayflower Primary School, Evington Drive

A pre-application was scheduled for the proposed demolition of the existing Mayflower Primary School on Evington Drive and the erection of a new primary school block. The plans also included associated landscaping, parking, drainage, a Multi-Use Games Area (MUGA), play areas, habitat zones, and other infrastructure. The application site is locally listed, meaning it has been identified by the council as having architectural or historic interest, even if it doesn't have statutory national listing.

Development at 31 Granby Street, ISKCON

The panel was set to consider planning applications 20251365 and 20251366 concerning a part change of use of the basement, ground floor, and first floor of 31 Granby Street from a Place of Worship (Class F1) to a mixed use comprising a Cafe (Class E) and a Place of Worship (Class F1). The proposals also included the demolition of a rear wall, the installation of a canopy to the rear, and the installation of a flue. These alterations are to a Grade II* listed building, situated within the Granby Street Conservation Area and adjacent to the Town Hall Square Conservation Area. The site is also within the settings of various listed buildings.

Development at Old Mill Lane

A planning application (20242258) was scheduled for discussion regarding the demolition of existing buildings on the east side of Old Mill Lane (formerly 81-95 Sanvey Gate) and the construction of a 6/7 storey apartment building. This development would comprise 126 dwellings (61 x 1-bed and 65 x 2-bed) with associated communal and ancillary spaces. The plans also included amended vehicular access, refuse and cycle stores, and vehicular parking for the residential units, as well as one Class E unit (330 sqm). The site falls within the wider settings of listed buildings, locally listed buildings, and the All Saints Conservation Area.

Other Development Proposals

The panel was also scheduled to be informed of several other planning applications, which would not be presented unless a specific request was made in advance. These included:

  • 101-105 High Street, The High Cross: Change of use from a vacant shop to become part of a public house, with extensions into the rear courtyard, a new HVAC system, shopfront alterations, and other modifications.
  • 73 Granby Street, Ramada Jarvis (The Grand Hotel): Internal and external alterations to a Grade II listed building.
  • 96a Clarendon Park Road: Construction of an upwards extension to create two self-contained flats, a front roof terrace, and bin and cycle stores.
  • 64 St Barnabas Road: Removal of an existing ground floor window and brickwork to replace with a new access door.
  • 50 Kate Street, Flats 1 and 2: Construction of a second floor to extend two flats into two duplex flats.
  • 4 Birkdale Avenue: Construction of a porch, installation of a uPVC window, and single and two-storey extensions to the front, side, and rear of the house.
  • 49 Highfield Street: Change of use from a dwellinghouse to a house in multiple occupation for six persons, with alterations.
  • 19-21 Main Street, Evington: Addition of five planters in front of the shop.
  • 60 Clarendon Park Road: Construction of a single-storey extension at the rear of the house.
  • 16 Ratcliffe Road: Demolition of an existing conservatory and construction of a single-storey extension at the rear of the house, with alterations.
  • 368 London Road, Gables Hotel: Installation of a non-illuminating fascia sign.
  • St Hugh's Parish Church, Sturdee Road: Installation of a cross with a corpus on the east wall of the church tower.

The report pack also included minutes from the previous meeting held on 14 January 2026, which detailed discussions on developments at 94-98 Regent Road and 16 Morland Avenue. In relation to the Regent Road application, the panel had expressed concerns over the design of roof extensions, materials, and the remodelling of projecting bays, stating that the proposed development was overworked and unnecessary. For the 16 Morland Avenue application, the panel had objected due to the unacceptable loss of historic detailing, the scale of development and the detailing of the new additions. 1
