The Leicester City Council convened for a special meeting on Thursday, 26 March 2026. The primary item on the agenda was the consideration of conferring the Honorary Freedom of the City upon Mr Keith Beaumont.
Honorary Freedom of the City
The meeting was scheduled to consider the conferment of the Honorary Freedom of the City upon Mr Keith Beaumont. The report pack indicated a recommendation that the City Council, under Section 249 (5) of the Local Government Act 1972, should confer this honour upon Mr Beaumont. This would involve admitting him as an Honorary Freeman of Leicester.
The criteria for granting the Honorary Freedom of the City, as outlined in the report, state that the honour is for persons of distinction and persons who have, in the opinion of the Council, rendered eminent services to the city.
The process adopted by the City Council also requires that an organisation or individual must have a well-established and evidenced connection to the city
and be recognised by citizens as deserving, with contributions that stand out from the contributions of most other individuals / organisations.
Furthermore, the individual or organisation must have made a significant contribution to the City either through improvement in the well-being of a significant proportion of city residents or in raising the reputation and profile of the city.
The report detailed Mr Beaumont's contributions, noting his role as Chief Executive of the City Challenge Company, where he oversaw regeneration projects that attracted significant private sector investment. These projects included the regeneration of Bede Island and the reclamation of the power station site where the King Power Stadium now stands. He also served as Chief Executive of the delivery company for the National Space Centre, which the report described as incredibly successful.
His final major contribution mentioned was the turnaround of the Braunstone New Deal project.
The report pack stated there were no direct financial implications arising from this report. Legally, the conferment of 'Honorary' Freedom of the City is a symbolic gesture, distinct from granting freedom by 'entitlement' under section 248 of the Local Government Act 1972, and brings no specific entitlements or obligations. There were also no direct equalities implications or significant climate emergency implications identified in relation to this report.
The report pack was authored by Kalvaran Sandhu, with contact details provided for Kalvaran.Sandhu@leicester.gov.uk. The report version number was 0.1. The lead director/officer for this item was Kamal Adatia, City Barrister and Head of Standards. The report was dated 12 March 2026, with financial implications noted by Stuart McAvoy, Head of Finance, on 12 March 2026, legal implications by Kamal Adatia on 11 March 2026, equalities implications by Surinder Singh, Equalities Officer, on 13 March 2026, and climate emergency implications by Phil Ball, Sustainability Officer, on 16 March 2026.
