The Mid Devon Highways and Traffic Orders Committee met on Friday 5 June 2026 to discuss and note a local waiting restriction programme, agreeing to the recommendations within Appendix 2 of the report. The committee also noted actions taken under delegated powers and confirmed future meeting dates.
Local Waiting Restriction Programme
The committee noted the local waiting restriction programme and agreed to the recommendations contained within Appendix 2 of the report. This programme aims to rationalise existing parking arrangements within the Mid Devon Highways and Traffic Orders Committee (HATOC) area. The proposals are intended to enable more efficient enforcement, encourage sustainable travel choices such as car sharing, public transport, walking, and cycling, and assist pedestrians and other vulnerable road users. The report highlighted that the restrictions proposed support the council's Strategic Plan by working with local residents to introduce proposals that benefit the community through a transparent consultation and decision-making process.
Several specific locations were discussed as part of this programme:
- Millway, Bradninch: An extension of
No Waiting At Any Time
restrictions opposite number 27 was proposed to protect access to a dropped kerb. - Willand Road, Cullompton: An extension of
No Waiting At Any Time
restrictions north of Goblin Lane was proposed to improve visibility. - Lowman Way, Tiverton: Proposals were made to introduce
No Waiting At Any Time
restrictions around the junction with Lower Moor Way, between Tiverton Trade Centre and Halsgrove Units, to prevent obstructive parking and improve access for HGVs. Eight respondents commented on this proposal, with seven supporting it, citing issues with visibility, access for lorries and caravans, and potential accidents. - Old Road, Tiverton: The introduction of
No Waiting At Any Time
restrictions on either side of its junction with Lewis Avenue was proposed to improve visibility. One respondent opposed this, arguing that the junction already allows sufficient space for turning and that issues were recent and caused by contractors. They suggested introducing residents' parking. Officers noted that removing parking would improve visibility for pedestrians and ensure the junction remained clear. - Lower Town, Sampford Peverell:
No Waiting At Any Time
restrictions were proposed on both sides of the road around the junction to the station to prevent obstructive parking and preserve traffic movement. Six respondents supported this, highlighting dangerous parking volumes and blocked visibility. - The Square, Uffculme:

restrictions were proposed to replace a faded hatched area outside number 18 to prevent obstructive parking and improve access to the opposite junction. Three respondents supported this, noting that parking blocked visibility and that HGVs and buses had to use the pavement. - South Molton Road, Bampton: Proposals included removing
No Waiting
on the south side between numbers 2-12 and amending theNo Waiting
period on the northern side to be all year round. This was intended to improve parking capacity and preserve traffic movement. Two respondents commented, with one supporting and one opposing. The opposing argument was that parking on the south side could cause issues with driveways, and parking on the north side did not cause issues. Officers noted that parking on the north side could create visibility problems as it is on the inside of a bend. It was recommended that a site visit be undertaken with the local County Councillor and HATOC Chair to review objections before a final decision, with the final decision delegated to the Director of Climate Change, Environment and Transport in consultation with the local County Councillor and HATOC Chair.
Actions Taken Under Delegated Powers
The committee noted the traffic orders that had been progressed under delegated powers since the last meeting. This included waiting restrictions implemented at Belle Meadow, Bickleigh, Mill Street, Landscore, and Westwood Road in Crediton, following delegated decisions and site meetings. A 20mph scheme on Station Road, Tiverton, was also advertised and implemented without objections. Additionally, traffic regulation orders for the introduction of on-street disabled bays in Crediton, Cullompton, and Tiverton were advertised, objections were resolved, and restrictions implemented following consultation.
Dates for Future Meetings
The committee confirmed the dates for future meetings as 29 September 2026 and 2 February 2027.
