The Licensing Sub-Committee of Doncaster Council met on Wednesday, 8th April 2026, to consider several applications and reviews related to private hire and hackney carriage driver licences. The committee made decisions on five individual licence applications and reviews, with outcomes ranging from granting licences with penalty points to refusing licences.
Applications for New Private Hire Drivers Licences and Reviews of Existing Licences
The majority of the meeting was dedicated to considering applications for new private hire drivers' licences and reviewing existing licences. In each case, the Sub-Committee considered the applicant's suitability to hold a licence, taking into account their past actions and the Council's Hackney Carriage and Private Hire Licensing Policy.
Application for a New Private Hire Drivers Licence (Agenda Item 5): The Sub-Committee decided that the applicant was a 'fit and proper' person to hold a Private Hire Drivers Licence. This decision was made subject to the addition of 9 penalty points to the applicant's Taxi Licence.
Application for a New Private Hire Drivers Licence (Agenda Item 6): The Sub-Committee determined that this applicant was not a 'fit and proper' person to hold a Private Hire Drivers Licence.
Application for a New Private Hire Drivers Licence (Agenda Item 7): The Sub-Committee found this applicant to be a 'fit and proper' person to hold a Private Hire Drivers Licence and Private Hire Vehicle Licence.
Review of an Existing Private Hire Drivers Licence (Agenda Item 8): Following consideration of the report and representations made, the Sub-Committee concluded that the applicant was not a 'fit and proper' person to hold a Private Hire Drivers Licence.
Application to Renew an Existing Hackney Carriage & Private Hire Drivers Licence (Agenda Item 9): The Sub-Committee decided that the applicant was a 'fit and proper' person to hold a Hackney Carriage and Private Hire Drivers Licence. This decision was made subject to the addition of 3 penalty points to the applicant's Taxi Licence.
In all these cases, the public and press were excluded from the proceedings in accordance with Section 100(A)(4) of the Local Government Act 1972, as amended, due to the disclosure of exempt information relating to individuals. The decisions were made after the Sub-Committee considered the relevant reports, heard representations from the applicants, and deliberated on the suitability of each individual to hold a licence. Applicants were notified that they would receive the Sub-Committee's decision in writing within 14 working days.
The minutes of the previous meetings held on 4th and 12th March 2026 were approved as a true record.
