The panel was scheduled to consider an application for a premises licence for Kuttanad Taste Ltd, located at 1 Chorlton Place, Manchester, M21 9AQ. The applicant proposed to operate as a south Indian restaurant on the ground floor, with a bar selling alcohol for consumption on and off the premises. The report indicated that relevant representations had been received, meaning the application required determination by the Licensing Hearing Panel. The Licensing and Out of Hours Compliance Team had raised an objection, stating that the proposed conditions were not sufficient to uphold the licensing objectives. They specifically cited concerns about the hours requested for alcohol sales and the potential for public nuisance, given the premises' proximity to residential properties. The team recommended refusing the application.

Application for Premises Licence - Onsite Records

The committee was also set to review an application for a premises licence for Onsite Records, situated at 81 Newton Street, Manchester, M1 1EX. This application proposed a record and music shop, which would also include a café/coffee shop and an event space at the rear for creative and artistic events. Alcohol sales were intended to be a part of the business offering. The Licensing and Out of Hours Compliance Team had raised objections, expressing concerns that the granting of the licence in its current form could undermine the four licensing objectives. Key concerns included the potential for noise breakout from the event space, given the proximity to residential apartments in The Sorting House building directly above, and a perceived lack of detail regarding the applicant's experience in operating licensed premises. The team recommended approving the application with amended and additional conditions.

Application for Premises Licence - San Guido

The final application scheduled for discussion was for San Guido, located at 202 Fernclough Road, Manchester, M9 5TU. This application was for a retail off-licence convenience store. Objections were received from Trading Standards and two local residents. Trading Standards raised concerns regarding the protection of children from harm and recommended additional conditions related to the Challenge 25 policy and the use of an alcohol sales refusal logbook. The local residents objected on the grounds of the prevention of crime and disorder and public nuisance, expressing fears that granting the licence would exacerbate existing issues with anti-social behaviour and noise from youths congregating near the premises. They also noted that there were already sufficient retail outlets selling alcohol in the area.

The Licensing Sub-Committee Hearing Panel's role is to fulfil the functions of the Licensing Authority in relation to the licensing of premises. Decisions made by the panel are under delegated authority and do not require referral to the full Council. The agenda also included standard items such as considering urgent business and appeals, and allowing members to declare any interests.
