The Regulatory Committee of Warwickshire Council met on Tuesday 30 June 2026, where they granted planning permission for an extension to Avon Valley School in Rugby. The committee also noted a report detailing applications that had been dealt with under delegated powers.

Avon Valley School Extension Approved

The committee granted planning permission for the proposed extension of the main school building at Avon Valley School, Newbold Road, Rugby¹. This includes the demolition of a modular classroom, the incorporation of its uses within an extended former caretaker's house, and associated car parking and landscaping. The decision was made subject to conditions outlined in Appendix B of the Director for Infrastructure, Planning & Environment's report.

During the discussion, Councillor Adrian Warwick, Leader of the Conservative Group, who represents the division where the school is located, raised concerns about the effectiveness of the proposed park and stride and travel plan, particularly on cold, wet winter days. He questioned the guarantees for residents regarding enforcement and monitoring of the plan to prevent parking issues. Andrew Close, the case officer, explained that the school would appoint a travel plan coordinator responsible for ensuring the plan's success, and that the council would monitor its implementation. Councillor Warwick also inquired about the school staff's enforcement powers, to which Mr. Close responded that any issues would ultimately be a police matter.

Councillor Edward Harris expressed satisfaction with the site visit, noting that the school emptied quickly and traffic was not as problematic as anticipated. He observed only one incident of a car partially obscuring a driveway. Councillor Harris concluded that, based on his observations, there was nothing to prevent the application from moving forward.

The committee voted to grant the application with the stipulated conditions.

• The site extension and change of use to operational land for the installation of an alkalinity storage and dosing kiosk at Lighthorne Heath Sewage Treatment Works in Stratford-on-Avon, approved on 11 June 2026.
• The change of use of existing dwellinghouses to a Children's Care Home, including internal alterations, landscaping, and parking provision at 1 and 2 Heroes Gardens in Bulkington, approved on 18 June 2026.
