The Planning Committee of Doncaster Council met on Tuesday 30 June 2026 to consider a schedule of planning applications. The meeting's agenda included discussions on four planning applications, an update on appeal decisions, and the noting of the minutes from a previous meeting.
Planning Applications for Decision
The committee was scheduled to consider four planning applications.
8 Thorncliffe Drive, Stainforth, Doncaster DN7 5PX (Application Ref: 25/02511/COU)
This application proposed a change of use from a four-bedroom dwellinghouse (Use Class C3) to a children's residential home (Use Class C2). The application had been deferred from a previous meeting on 2 June 2026 to allow officers to seek further information from the Police's Designing Out Crime Officer regarding available evidence of crime and anti-social behaviour in the area. Members had also requested that both the applicant and the Police attend the subsequent committee meeting to answer questions. The report indicated that a final response from the Police was awaited, and that the applicant had provided updated documentation, including corrected internal layouts.
Nearcliff Quarry, Sheffield Road, Conisbrough, Doncaster (Application Ref: 07/00261/MINA)
This major application sought planning permission for the reclamation of Nearcliff Quarry. The proposal involved the removal of approximately 828,000 tonnes of limestone waste and the excavation of approximately 200,000 tonnes of virgin limestone to create stable quarry faces. The plan included progressive restoration over an estimated eight-year period, with the creation of species-rich lowland calcareous grassland, native shrub and tree planting, and the establishment of new woodland and ponds. The application had been presented to the committee in 2010, with a resolution to grant permission subject to a Section 106 agreement, which was never completed. The report noted that the proposal was being reassessed against current national and local planning policies, and that re-consultation with the public and technical consultees had taken place. The officer's recommendation was to grant planning permission subject to the completion of a Section 106 Agreement and the imposition of planning conditions.
Havelock House, Common Road, Conisbrough, Doncaster DN12 2AQ (Application Ref: 26/00311/FUL)
This application sought planning permission for a change of use from a dwellinghouse (Use Class C3a) to a children's home for four children or young people (Use Class C2). It also included the erection of two-storey and single-storey rear extensions to add one additional bedroom and increase internal amenity space. The application was reported to the committee at the request of Councillor Rachel Reed due to concerns regarding residential amenity, traffic generation, the loss of a family home, and the scale of the proposed extensions. The officer's recommendation was to grant planning permission subject to the imposition of planning conditions.
Land South of Hayfield Lane, Auckley (Application Ref: 25/01408/FULM)
This major application sought full planning permission for a rural leisure centre, including a man-made lake, trim trail, tennis courts, cafe, changing facilities, shower/toilet block, camping and touring caravan pitches, seven holiday log cabins, and car parking. This application was a variation of condition 2 of a previous planning application (20/00619/FULM) which had been granted permission on 28 June 2023, and on which development had commenced. The current application sought minor amendments to the internal layout and appearance of the approved reception and changing room building. The officer's recommendation was to grant planning permission subject to the imposition of planning conditions.
Appeal Decisions for Information
The committee was also scheduled to be informed of appeal decisions received from the Planning Inspectorate. These decisions related to various planning applications and enforcement actions, providing an overview of how appeals against the Council's decisions had been assessed. The report listed several appeal decisions, including those allowed, dismissed, or withdrawn.
- 59 Adwick Lane, Toll Bar, Doncaster DN5 0QZ (Appeal Ref: APP/F4410/X/25/3368544): An appeal against the refusal to grant a Certificate of Lawful Use or Development for a home-based massage service. The appeal was allowed, certifying the use as lawful under specific operating hours.
- Maebrice, Thorpe Lane, Thorpe in Balne, Doncaster DN6 0DY (Appeal Ref: APP/F4410/X/25/3371327): An appeal against the refusal to grant a Certificate of Lawful Use or Development for extensions to a dwellinghouse, a detached swimming pool with an outbuilding, and additional outbuilding/stables. The appeal was allowed in part, certifying the extensions as lawful, but dismissed for the pool and stable buildings.
- 99 Bawtry Road, Bessacarr, Doncaster DN4 7AG (Appeal Ref: 6002878): An appeal against the refusal of planning permission for the demolition of an existing dwelling and the erection of a new self-build home. The appeal was dismissed due to concerns about the impact on the character and appearance of the Bessacarr Conservation Area, and the living conditions of neighbouring residents.
