The Development Management Committee of Rushmoor Borough Council met on Wednesday 15 July 2026 to consider a number of planning applications. The meeting's agenda included discussions on two specific planning applications for determination, as well as a list of applications that had been determined under the council's scheme of delegation.
Planning Applications for Determination
The committee was scheduled to consider two planning applications for determination.
Variation of Condition for McDonald's Restaurant at 1 North Close, Aldershot
The committee was to consider a proposal to vary condition 1 of a previous planning permission to allow a McDonald's restaurant at 1 North Close, Aldershot to extend its permitted hours of operation from 07:00 to 23:00 to 06:00 to 23:00, seven days a week, on a permanent basis. The application was supported by a Site Management Plan and a Site Management Parking Plan, which detailed mitigation measures implemented during a previous trial period. The report indicated that the applicant believed these measures had been successful in managing the impact on neighbouring residential properties. The recommendation was to grant planning permission, subject to conditions.
Permanent Retention of Kings Moat Car Park, Westmead, Farnborough
The committee was also scheduled to consider the permanent retention of the 58-space hard-surfaced pay and display car park at Kings Moat Car Park, Westmead, Farnborough. This car park, owned by the council, has been in operation for 19 years under a succession of temporary permissions. The proposal was to retain the car park on a permanent basis, or until the land is re-developed as part of the Farnborough Civic Quarter regeneration. The report noted that the car park is popular, particularly with shoppers and those with mobility issues, and that its continued use would not prejudice the wider Civic Quarter scheme. The recommendation was to grant planning permission.
Planning Applications Determined Under Scheme of Delegation
The report also listed planning applications that had already been determined by the Executive Head of Property and Growth, in consultation with the Chairman, under the Council's Scheme of Delegation. These were for information only and included a variety of developments such as extensions, loft conversions, outbuildings, and tree works across the borough.
Future Planning Applications for Committee
The report also outlined several planning applications that were scheduled for consideration at future meetings. These included:
- Block 3 Queensmead, Farnborough: An application for an extension to the shopping centre, including commercial, business, and service uses, apartments, car parking, and a bridge link. This application was subject to a request for an extension of time to consider further amendments.
- Manor Park Cottage, St Georges Road East, Aldershot: An application for the erection of four one-bedroom flats with parking. The assessment of this application was ongoing.
- Farnborough Airport, Farnborough Road, Farnborough: Two applications related to variations of conditions concerning aircraft movements and weight categories, and the replacement of risk contour conditions. These applications were still under assessment, with one having an agreed extension to the determination period until 31 December 2026.
- Nos. 235-237 High Street, Aldershot: An application for the demolition of existing buildings and the construction of eight new flats and maisonettes. The assessment of this application was ongoing.
- Site of Former Geneva House, No.1 Gladiator Way, Farnborough: An application for redevelopment for employment buildings. The assessment of this application was ongoing.
- Warwick House, Lakeside Road, Farnborough: An application for redevelopment for employment buildings. The assessment of this application was ongoing.
