The Greater Lincolnshire Combined County Authority (GLCCA) Appointments Panel met on Friday, 17 April 2026, to discuss recruitment for two senior roles. The panel decided to shortlist one candidate for the Director of Resources position and delegate the task of preparing interview questions and presentation topics to the Chief Executive. No candidates applied for the Head of Legal and Governance role.

Recruitment for Senior Roles

The panel considered applications for the roles of Director of Resources and Head of Legal and Governance. It was noted that only one candidate had applied for the Director of Resources position, and this individual's application was deemed impressive and suitable for interview. Consequently, the panel resolved to shortlist this candidate for interview.

The panel also decided to delegate the responsibility of creating interview questions and a presentation topic for the Director of Resources role to the Chief Executive (Head of Paid Service).

However, for the role of Head of Legal and Governance, the panel noted that there were no applicants.

The meeting was initially inquorate and adjourned from 2:00 pm to 3:30 pm. The following members were present upon reconvening: Deputy Mayor Councillor I Sheard, Councillor R Waltham MBE, Councillor S Shreeve, and Councillor D East. Officers in attendance included Alison Miller (Resourcing Manager - Human Resources), Vicki Sharpe (Deputy Head of People), and Thomas Crofts (Democratic Services Officer).

The minutes of the previous meeting held on 10 February 2026 were approved. The previous meeting had also discussed the recruitment for the Director of Resources role, where it was decided not to make an appointment at that time and to engage a headhunting agency. The current report indicates that a specialist recruitment agency was used for advertising these roles, acknowledging that they are considered difficult to fill.
