The Greater Lincolnshire Combined County Authority (GLCCA) Appointments Panel was scheduled to meet on Monday, 20 April 2026, to discuss the preferred candidates for two key senior roles within the authority. The primary focus of the meeting was to review the outcomes of the interview process for the positions of Director of Resources and Head of Legal and Governance.

The main item on the agenda was the GLCCA Director of Resources and Head of Legal and Governance Preferred Candidate Decision. This report, prepared by Alison Miller, Lincolnshire County Council Resourcing Manager, sought the Panel's decision on which candidates would be put forward as preferred for the roles of Director of Resources and Head of Legal and Governance. The recruitment process for these positions had been established by the Authority in November 2025, in accordance with the Officer Employment Procedure Rules within Part 4 of the Authority's Constitution. The Appointments Panel was delegated the responsibility of overseeing the attraction, evaluation, and selection of candidates.
The report indicated that interviews for both roles were scheduled to conclude on the afternoon of the meeting. The Appointments Panel was expected to agree on preferred candidates so that a recommendation could be made to the full Authority at a subsequent meeting. The report also outlined that if no candidates were deemed suitable, the Panel would need to agree on the next steps for recruitment.
The recruitment process was stated to fully consider the Equality Act 20101, which mandates public bodies to have due regard to the need to eliminate discrimination, advance equality of opportunity, and foster good relations between people who share protected characteristics and those who do not. The protected characteristics under the Act include age, disability, gender reassignment, pregnancy and maternity, race, religion or belief, sex, and sexual orientation. The report stated that no equality impacts were anticipated from agreeing on a recruitment process designed to help the authority progress its strategic objectives.
The Authority's Constitution was referenced as a background paper for the report. The GLCCA has the power to adopt or reject the recommendations made by the Appointments Panel. There were no direct financial or resource implications arising from this report, nor were there any specific Greater Lincolnshire policies or consultation and engagement activities highlighted as relevant to this particular agenda item.
