The discussion was intended to clarify the role of the Health and Wellbeing Board in this process, agree on neighbourhood footprints, and outline the approach and milestones for developing the plan.

Progress Update on Revised Health and Wellbeing Board Governance Arrangements

In preparation for supporting Neighbourhood Health requirements alongside existing statutory functions, the Board was to consider proposed changes to its Terms of Reference. These revisions aim to evolve the Board's structure and function. The report highlighted that these arrangements might require further amendments as the Neighbourhood Health system matures. The Board was to be asked to agree on the temporary co-option of specific members, including Claire Brennan from the East Midlands Cancer Alliance, Councillor Simon Mabbott, and Alex Ball from the DLN ICB, to support the development of Neighbourhood Health. These co-opted roles would be reflected in revised Terms of Reference for formal approval later in the year.

NHS Derby, Lincolnshire and Nottinghamshire ICB Population Health Strategy

The meeting was set to consider the implications of the newly published Five-Year Population Health Strategy for the Derby & Derbyshire, Lincolnshire, and Nottingham & Nottinghamshire ICB Cluster. This strategy outlines a vision for improving health outcomes, reducing inequalities, and ensuring equitable access to care for approximately 3.25 million people. It identifies a clear case for change, citing worsening healthy life expectancy, deep deprivation, and rising levels of complex ill health. The strategy adopts the three national shifts from the 10-Year Health Plan: sickness to prevention, hospital to community, and analogue to digital. For the initial two years, the strategy prioritises five population segments: children and young people's obesity and mental health, early multimorbidity, frailty, and end of life care, alongside three cross-cutting priorities: vaccination and screening, strong general practice, and outpatient and follow-up redesign.

Derbyshire Connect to Work: An Update

An update was planned on the Connect to Work programme, a government initiative funded to tackle hidden unemployment by providing tailored support to people with long-term health conditions, disabilities, or complex barriers to employment. The programme, managed by the East Midlands Combined County Authority (EMCCA), aims to help individuals move closer to, enter, and sustain employment. The report detailed eligibility criteria and the two delivery elements: Individual Placement and Support (IPS), delivered by Reed in Partnership, and the Supported Employment Quality Framework (SEQF) approach, managed by Derbyshire Public Health. The Board was to be asked to consider how it could support the programme's rollout and champion it within their networks to ensure eligible residents are aware of and can access the support.

Child Death Overview Panel (CDOP) Annual Report

The Board was to receive the 2024-2025 Annual Report from the Derby and Derbyshire Child Death Overview Panel (CDOP). The CDOP plays a crucial role in reviewing child deaths to identify learning and prevent future tragedies. The report summarised 66 deaths reviewed during the period, with a focus on perinatal and neonatal events and chromosomal anomalies. It highlighted key contributory factors, such as maternal health, parental health, and issues with staffing or equipment, and identified modifiable factors in 86% of deaths, including parental smoking, poor inter-agency communication, and treatment delays. The report also detailed thematic learning on palliative care provision for children and deaths from Group A Streptococcus infection, noting identified gaps in 24/7 nursing and medical support for end-of-life care at home.

Health and Wellbeing Round Up Report

This report was expected to provide a summary of key progress on health and wellbeing issues not covered elsewhere on the agenda. Updates were anticipated from the County Place Partnership Board, the Integrated Care Partnership (ICP), and locality partnerships, including Chesterfield. National and local policy updates were also to be presented, covering topics such as the future of patient voice following the abolition of local Healthwatch, the Tobacco and Vapes Bill, reports on smoking, health and social justice, socioeconomic disadvantage, young people not in employment, education or training (NEET) with work-limiting health conditions, pandemic preparedness, adverse weather and health, the renewed Women's Health Strategy, and housing and health. Performance indicators against the Joint Local Health and Wellbeing Strategy were also to be reviewed, highlighting changes in adult smoking prevalence, childhood obesity, alcohol-related mortality, suicide rates, and emergency admissions due to falls.

Health Protection Board Update Report

The Board was to receive an update on the key discussions and messages from the Derbyshire Health Protection Board meetings held on 20 March and 15 May 2026. These discussions were expected to include reviews of current performance and programme updates for screening and immunisation, progress on infection prevention and control, and communicable disease epidemiology. The report noted challenges in establishing a comprehensive community Infection Prevention and Control service and discussed the impact of governance changes and workforce reductions on health protection arrangements.
