one to the meeting is waiting to be set up. Okay, we'll set it up. Okay. Welcome to Newcastle World Council's cabinet meeting. Welcome to all members joining us in the room. All so our officers, the sort of members of the press as well. So we are a cabinet members, we've got to cancel the parade. Councilor David Tocciens who's our state of environment. And the council and the field's portfolio for strategic planning. Next to me is actually the portfolio for finance, as you can see in the suite. And I can also be assigned to those people also joining us on the live teams broadcast today. And also anybody that's watching on YouTube after, if you might be agenda. It's in the section below the video. So we'll move to my apologies. We have not all cabinet members of the item two is declaration of interest. We have a lot of interest members from members for items on the agenda. And I'll see you in any item three is minutes of the previous meeting attached on page one of the agenda from one meeting of the 19th of March. Can we agree? This is a correct record. Okay. And our first item, this is our goal is to quarry owner issues update. And as I say, every time every cabinet meeting has the 2020 squad of those items being updated on the ongoing issue to the gas owners from boys quarry. And this report takes the usual for us, which is certainly going to be complaints. So look at the monitoring information, the actions of the year they were a council. So we're going to talk a little bit about this. I'm going to go ahead to some of the candidates going to introduce the report today. So. Thank you. And item four on page level, as you can see is the normal. And as you've said. Report on the performance of all this quarry. It's very similar formats, previous reports. In section two, to put one where it talks about complaints complaints in January, we're high bracing to a peak in February. And then since then the trend has been a reduction in the number of complaints. And with just 20. On the quality data, we know that some planes tend to correlate well with the quality data. And the two point one forward graph showing the two. They showed that these following well, the in February January. After this complaints and reducing, despite P. It seems that 10th. M and F1. It is also good to see that the M and the silver. There's now been replaced in this reporting data, which was a whole. Previous data says. In terms of legal action, since the last cabinet update council has received report, which can burn. So there has been a breach of the abatement noticed and resolved, but we will now start to prepare appropriate legal proceedings. And work in this respect is ongoing. Also, since the last update reports, there has been some data related following the completion of the works. It is also noted that what is core limited have had that. At the time, also installed, additional geos and then brain. The graph on page four, which is page 15, a few reports that shows the day in complaint numbers. There will be no compliance assessment records issued, and in respect to the H2S data adjustments. The provide is an update statement, which confirms that the report has yet to be published and no date is being as being provided for this. And we're continuing to brush the year on that date. In terms of the KPIs and it goes or you castle or attached to the appendix and the data from Monty Sporey has yet to proceed in this and will be a good ones received. Thank you. Actually, I think I've seen data show you but complaints are down. I think I know actually the community there are still reports of owners. I think even today, this morning, last night around the site, so this hasn't gone away and certainly, I think we may be getting on the back of the suspension notice on the back of the council announcements, a few weeks ago. We said we're sickening people that may not be reported in the message that this continues to report, whatever you smile and feeling that form online. So they can, so I can engage and I can be put in with them with any evidence towards any action. And it's been taken off in the news, which you put out earlier. Simon, thank you for taking a look at our action on lowest course. It's previously accepted marching left at the end of March. That's the announcement that the council is identified of reaching the main notice, which is important to full council on Wednesday, the 10th was in the 10th of April. And I think members were really sort of keen to support the officers. And as we pointed out tonight, we don't have a legal problems processes of active members. We don't have a legal problem. But we've done that most significant funding and not funding available to be drawn down and necessary for any legal action. But what is the latest position on that? Obviously, it's now been a week or so since since fall council. I know that the council has been seeking a lot of advice, particularly from Kings council. What was the latest update on that and the 18 to the two. Thank you for the sense, the meeting council on the 10th, we've been talking to our lawyers on the case, the around the next steps. The next step we have to undertake is to issue a letter to the secretary of state for his permission to undertake legal action against all his quarry. So we have a process of drafting that. It's not a simple that you say this section can be thought and we will hopefully get that letter around to the set of state in the next week. And then we subject to getting that permission and we can start. Before we thought to go to what we will see. Okay, thank you. So I think that's the only thing to really pop up with practice today is that our office through which you did to achieve is actually will be right. So the writer will see what the police have to say asking that he runs a commission as quickly as possible so that's a case indeed, but there's a legal action against the operator for the breach of the available. So I'm really welcome. I think it's the next step along the line of this, this process, which has been triggered since our officers have identified the breach and noticed. And that's completely support this next step of action to get this letter into the sector saying that he will come out and grab the council. And that's a mission to go forward to them, build that legal case, and potentially take the election against the operators, but it will do not have a lot of our residents who sort of along with us to read this process. And expect the council to act within his powers, we all be by our agency. We're not the regular rates that regulate so often while we scoring, but we do have those rules, those roles around me, they process. With limited powers, as we said, but we're going to use a food council we use those to do this fall. And building the open sector state will run the mission which officer the city to begin to stop those legal proceedings. We're going to be something to comment from, because no to Steve, and then. Actually, no, I agree. So I think this is the, this is an extra movement in a process process that has to be followed. I think we don't like to jump in front of it and do very statements, but we can't do it as a process to follow and we follow them. And I welcome that. The action is being taken by officers and Luke forward to being endorsed by the secretary state. It seems to be difficult to be in this situation where Secretary of State wouldn't want to support the local community in this regard. It is obviously it's a nice thing that some of the figures are pointing in the right direction, but we all know that this has been a bit of a roller coaster. And we certainly have to be visionants as I went home yesterday evening. And there was a very strong smell of keel road from the old road up to the other street around about. And unfortunately it has to be said when I came into work this morning to this building. That, that, I mean, I hope it wasn't there all night. Most of that I wasn't there all night. I mean, it was still persisting there as I came down in about half past 10 this morning. So there certainly works to be done there. I welcome my officers doing. And again, it's really not the fact that we have to do this because the environmental agency aren't doing the job. Actually, I need to certainly support your comments there. And I think we have seen the environmental safety step on this. And we with that suspension notice, and I'm sure they're following their own roots around that. We as a council through our offices, I've had a meeting to begin to address some of those issues, which, the public have raised, but there's over a number of years. That's the legal route through the data notice, which is a silent session will be. Hopefully, it's really good to see if only the secretary of state would give permission for the council to pursue your action. So I think we'll keep the public updated on that. I think, obviously, when that has gone in, hopefully this sector is needed to, as I believe, we're saying that we'll deal with that very quickly to give us the view. So we can perhaps ahead with a course of action, which again, I'll emphasize it will be our offices, the silent and course of action is, and members will be backing up with the necessary funds to enable them. That's any, any legal action to be possibly used to. It's full extent. Any of the company members wish to come in, not see any indications. So recommendations that we know the report and discuss we have done, but the big news is, as the silence announced, we will be writing to the secretary of state as the council to ask the permission, as part of the legal arrangements rather than the substitutions instrument that we have. So we'll over to our section of state. So thank you to that. We'll move on now to item number five, which is the corporate peer review and registration report. I'm really pleased that the reading list of this item to cabinet again, we had it was a screen of the last year. We had a peer review, which has been brought back at the time. It was a really good endorsement of the directional council taking leadership on key areas, such as the regeneration agenda, using corporate funding coming in there to help us to move our term forward. Even if we can, you know, present or else in tackling the world's quarry issue and as part of that. We've had a return that isn't from the peer reviewers. And I'm pleased to say that our report is just as good as the previous report. And if we did notes, actions I've taken in the time since they took them to our particular regeneration, where we moved forward in leads to the battles made sort of our projects more affordable through the partnerships work. We didn't force our capital centric, for example. And that's really mainly more affordable to borrow some of the money for those projects as well. And we also got a lot of time like that of how projects will be developed as your place midway the right cross. But all moving forward now the car park, the castle car party place and car park is going to take shape on the core of its size as well. And also crease in the report for the council the way it's changing and it's really changing to provide better services for residents. We can be the progress on that since the initiative came in to when they reported back just recently in the quarter detailing in cabinet papers shows that we've still moving in the right direction and that we are. And I've seen our budgets, we're focusing on the way we need to go. I'm also a progress says, we've seen a job agenda when it comes to management cross lines across the border and to respond to not only the public statements, but also for the lead to. It's going to change and also the nature recovery into the work that we do as well. So, it really could be poor. Please, there's comments in those comments some C's first. To the two highlights really. I'm going to talk about regeneration, when he talks about it said. In a bit of approaches to find that seems a little bit, which is what we're doing rather than doing sort of standard model, looking at it in a place by and that scene. So, it ties in with a drop. It says, it's in between faster without the council managers, it's fine. That's it. This testimony to get to the S one five one officer and finance colleagues working with active members and officers to buy efficiencies and to close the budget gap in 24 25 without having to call on reserves. We're important to continue to post the monitor. So, there'll be the budget saying start the year and show them as a compact, it's a nice financial position of the council and I can show and instead they will do. And it's a. It's a council spring has a big month expense. If you see, bring in the table chins. Thank you. And yeah, thank you, Linda. And, yeah, the council, again, can feel proud of its achievements as I stand on the evidence to the corporate beer challenge with many positive aspects highlights it in the progress review, including increased levels of employee satisfaction and the engagement, which is a real testament to how this organization is wrong. I spoke with members of the challenge review board when they visited, and they reported a great team spirit down at the devil. So, well done, the sustainable environment team at the devil. This team spirit was reflected in impressive staff survey results for 95% of respondents, and what is needed to reach targets and 90% of the respondents understand how their role impacts and benefits the residents. I think from the positive staff, so many results officers and members of the kind of soul can be made positive about the future. I think he's able to focus on that from my staff, as you just are there in which it covers your fault, but I think, really, through all this, I think seems to us. And then, perhaps makes its teams to our streets in teams, there are that on the front line, we started to residents and says that and providing a good service, and just looking out into the Queen's gardens, the scene of the post maintenance team to do a brilliant job of the, of the spring, to make Queen's gardens, it's a great credit to them, to them, to them, to them, to them, to them, to them. Thank you so much. Again, this is a really good news story, isn't it? We had a very happy outcome to our peer review, and the last thing is that this shows that that wasn't a flash in the pan, we need to revisit the same positive attitude has been taken. And I think this is, you know, a genuine reflection of where the council is. Again, quite a lot of the report talks about the strength of morale within the council itself, and I know within the area that I have responsibility for. There is ongoing work to make sure that the planning section feels like they're all engaged in the project, they don't know what they're doing. And I think that's reflected in the really hard serious work that's coming out both on the strategic and the DC aspects of what the planning is doing. So I'm really, often by this, I think it's a genuine and true reflection of an organization which is heading in the wrong direction. Thank you. Yeah. I'll open this review. I'd like to just, I don't know if the leaves already commented on this, but I'd like to focus on recommendations on how it's been said, there are three to four of us would be generation of funds. And I think it's great to hear a combination to what we're coming to this as the quote you never reviewed, but I think it's for the year of delivery for three major projects. So we're like your place, right, craft, and the midway to our park. And I think with these developments, it's these projects, it's a once in a lifetime opportunity to each other at least. And then once it's done, he'll work, he'll give us would be a great credit to the board. It's good, everyone going to have been traveling the board of onwards and upwards. And it's great to be part of a council that is actually heavily invested and investing in these three projects and regeneration of what was already a great boy for making even better for the years to come. And when these projects come through Russia, I think you'd be rewarding for the entire board. Thank you. Thank you. Yeah, I mean, with the map portfolio, I was really pleased to see the PA team recognition and high steam for the work done with the vulnerability and how it was fun. We work with part of agencies, and it was a real pleasure to see that they recognize all the hardware that goes into working with us about Voldemort and people in the bottom. And we can see to build on this, and certainly, it's a difficult area. And it was, it was a real pleasure to see that, you know, our work force and agencies agency agency and part agencies. Yes, sir. Thank you. So really good report that we should, and I think portfolio was conceived, you know, where in that portfolio is, you know, we are focused on that. We'll submit you things happen. I think it's a great point. Yeah, that's certainly for Europe to live a week, particularly generation projects. We're into that now and actually delivery on the ground, which is really good. I think really we don't rest a lot. Before we've always passed the board. I think, you know, I'll stay on your agenda and I'll see you. Bye. It's going to be a focus for us over the next few years, and I'm stuck in the pool. All the council resources behind that to achieve what we want to achieve for our, for our border. So recommendation for us that we see like the government association of corporate review, review progress reports, and then be proof of publication on council's website. We'll agree. Thank you. And that brings us to item number six, which is grassland management strategy and plan over today. Yeah, thank you, Peter. And the end of the cross land management and strategy plan is to increase biodiversity and nature and poverty networks in the forum. More particularly, more invertebrates, wildflowers, and the small fun. This will contribute to the council's net, zero laws by 2030, reducing the amount of fuel the council uses and sequestering and storing more carbon with increased grasslands. The report also outlines the council's approach to the option of no more me campaign on a selection of sites with some set aside areas can be achieved. The different pocket sites and different boards are listed in section three point six of your report. As you will see in section three point four, the strategy is in three phases. These one will cover the next two years, when there will be a consultation period. If proved to benefit biodiversity and improve residents views on wildlife in the public places, then face three in the parks and the grasslands may begin. And looking at section three point five, you will see that the strategy has six distinct policy areas. The public open spaces and informal sports immunity policy will see the grass come to 50 millimeters, every four weeks during the growing season. But any sports pitch area will be cut to 50 millimeters every 10 days. Think this will ensure that the grassland areas are well managed for use for sports and by the community for recreation. The board council and management strategy and plan will be the beginnings towards a new outlook on how the council manages its land and promotes the national environment in the public. The strategy will take, make the council a leader in this sector. I'm very happy to present this report to cabinet for discussion debate and hopefully approval. Thank you. Thank you. I think this report is a big concern that this board council, we come to this agenda, this sort of rules, I think it across this, this county. And I think what we look at the site, we set aside for carbon capture areas, tree planting, and this just carries on that. I think it's a big concern that we're looking for a better management sort of grasslands as well. I think this pocket parts are really, really delineation. I think they may think that we would end for a number of years and it's not. You can't play in sales through that because one more time, people won't have every bit of grassland, one for, for us all through the summer. And then others won't have to be able to make the week cut. So we've got to balance in between the biggest, just create that balance. And then taking on the, the rice cutting culture for the county council, we now in more in good trouble. It's surely that those, you know, in the four affairs in the streets. And I've been using a grown can be kept well mode and a better mode, better quality. And we're already doing that. There's a second note already on that contract, but there's also there is a sit behind that sort of all the grassland areas, which we can allow to grow along the join this time of the prevention, the things you said, don't read all that and wildlife exception. And we have folks in those proposals, which you put it out on 3.6, and it's sort of easy, you know, all within our own 60 sites that we've over 60 sites that we've preserved. 15 years over those will begin to look at a different way of grass cutting. For example, as you can see, and in the water, I present in Western to them, one behind these drive area that was signaled as a housing site until we should go to the council that's now been protected as it leads face trees have been planted. And next step is some of the grass that are longer for a measure effect and to help wildlife that's affecting people's use of that, but still be halfway through either our pathway through the one of these drive. And also on the list is that my ability to drive, which against another field area, the border council has a large sense of feels around the kind of back of these things, which again can be better utilized for nature as well. And also information issues as well. But again, on the front of that, we have grass villages and bigger versions behind the remote for a cancer facilities name when we cut more now that they were before going to go into county have control. So that's the balance we want to have on those so really pleased this to be brought forward. I think the key thing as well, David is, is that this isn't to be redeemed as we go on. We may have more to it, they take out to ask people in the consultation and board members, particularly as we've said in the recommendation here that this, this has improved here, but also, particularly on the main areas that we'll consult with local board of councils as well on those sites in their areas which you detailed on 3.6, which is the right thing to do. And that's got all of the members who got there is to the ground on this and to see if there's going to be anything you need to sort of sort of a flash so to speak, but also actually to inform the public that this is coming. We are on the forefront of this as we are on so many other things in such as besides keeping as well as a little bit of action so we'll be able to call it so to speak. I think this is a compromise between the two, when you can't know grass, so people aren't happy when the girls are ready to be on by. And then the boat, it's not the four papers on it. It's built as a small company, if you just need to be six city size, then I think it's an excellent compromise between two, the two things, it hits, it takes every boss to me and says excellent. We'll just move the recommendations as set out through feet across the management strategy and plan, and also proof of select sites for the name of a campaign, and that will be consultation local accounts as it is the right thing to do. And then we'll just move on to item number seven, which is asset disposal, a tale of business part of his students introducing this. Today, it's a secret we will dispose of land, a tale business part, what was very tested to industrial development purposes. It's industrial, is industrial possible, which made us 3.335 acres. The site has not previously listed in the asset management strategy disposal, as has been has a range of issues for local business, who's looking to expand their business has expressed an interest in acquiring site, which is prepared to deal with the drainage issues associated with the site. And of course, with the cast of cities we have advertised the site the same, and it's obviously to be done the market office, which will allow us to dispose of the high-speed it to husband. Thank you, Steve, and I think obviously we've got to approve, you said, disposal of the land, the tale business part, what was just as an additional. And we have to then authorize that the consultation with yourself to complete disposal of the land, as said, do we all agree. Thank you for that. We now move to item 8, which is a recoverable items, 3-24, and we've done it for that for about a long, few years, obviously. Thank you. For a number of reasons and then following the issue of invoices for a man's due to the council, it's considered the debt is no longer able to be put into order. Normally, these leads are solid from the death of how he'd been subjected to insult six cities or other legal processes in respect to their debts, or even the death of the death. So, there's no further options to recover the standing mouse and is necessary to write off the outstanding answers from the council's records. This month has made up of 42,430 pound Sunday debt, which we pay in total. That's not, that's our debt. And from the 30th of 1994, in respect to the national non domestic race, it should be never to the castle share of national non domestic race. It's 53,200,000 being 40%. The remaining amount will be covered by central government, which is essentially sent in as a race, 10,000,000,000,000,000,000,000,000,000,000,000. The annual property, the amount has been reducing over the last few years due to improved death management, as an introduction of the debt recovery policy. If I should have this as something that we have right to talk, this is taxpayer's money, we're going to be giving away here. But I'm intent that officers have done everything they possibly do to cover their specs and there's no adoption that goes together. If we can see there is also a confidential item to come under the confidential section, which is details. The list of you of those figures, you've just, which of course we can't review because of the personal data. I think just on the back of what you said, see, I think we always have a discussion about this, this is not what we want to do. Of course, I think that also what we do say is that if any information was slides in the future, any of these, we can reopen the shoe. I think it's always the case accounts will always pursue any of these debts. Because in the end, this is one of those that hasn't been constituted into COP for services. All the things I've just been talking about. And we will try and chase a requirement. We do know some businesses don't survive and then do the purpose and they're not long, but available to pay. That's part of a big economic issues and cost of any issues as well. Again, in this year, I know in the past many years, so many years, it hasn't been a lot higher in this car. So to keep this, this figure low up on these, these be recoverable debts is shows that our officers are doing all they can in first place to ensure. And then upon this list, I assume, and collecting those those various decks. So we've got the recommendation before, so we want to provide a brief disposal of, from one that I do. Is that we see the companies want to look at the meeting on the top of their shop. And consider they do it off because of the state in the report. All of these. Thank you. Again, the move on to item nine, which is the forward plan. We'll go through it page by page. The first of the page is detail. Today's cabinet. We've got all the items you said. We're going to bring them into tune. We've got a wallet or a update. Very fresh statement. I have a strategy action plan. I started to leave the board terms of reference. So, the, the page we have, the general would contact the shared services. And garage replacement. And then the award to the contract for castle car park. Payment systems. And also in June, we have prematurely, the sample tools and regulations. And taxi meeting fairs. And then we have a July meeting of forest quality update. And mobile fair charter and keel sustainable solar energy. Business case. So a lot of business coming up over the next couple months or so. It's part of our forward plan. We agree with all the plan.
