Mary Weastell of the Rountons Community Interest Group, David Richards of Rountons Parish Council, and Divisional Councillor Annabel Wilkinson all spoke against the application. They highlighted the community's proposals to develop the pub as a community hub and its registration as a property of community value.
The committee refused the application, citing that it would result in the loss of a community facility, failing to meet Local Plan policy IC4 and Policy S3. Additionally, the proposal was deemed to cause less than substantial harm to the Grade II listed building, with no public benefit identified, thus failing Local Plan Policy E5 and section 16 of the National Planning Policy Framework (NPPF).
Listed Building Consent for the Horseshoe Inn, West Rounton
A related application for listed building consent for ground floor alterations at the Horseshoe Inn was also considered. The committee noted an error in the report's date and decided to delegate the final decision to the Assistant Director of Planning Services.
Concerns were raised about the removal of items defining the building as a public house and the potential heritage impact. The committee was minded to refuse the application, citing less than substantial harm to the Grade II listed building with no public benefit, failing Local Plan Policy E5 and section 16 of the NPPF.
Bungalow Development in Appleton Wiske
The committee reviewed an application for the construction of four detached bungalows at land west of Smithy Green, Appleton Wiske. The application, submitted by Clarion Homes Ltd, was brought to the committee at the request of the Divisional Member.
Derek Partington, Vice-Chair of Appleton Wiske Parish Council, and Councillor Annabel Wilkinson spoke against the application, citing concerns about the access road being in Flood Zone 2 and the visual impact on the Grade II listed St Mary’s Church. Steve Hesmondhalgh, representing the applicant, spoke in support.
The committee deferred the decision to a subsequent meeting to allow for further assessment of flood risks and alternative access routes.
Residential Development in Brompton on Swale
The committee considered an application for the construction of 92 residential dwellings with associated access, landscaping, and infrastructure on land north of Caxton Close, Brompton on Swale. The application was submitted by Persimmon Homes.
Alice Hall of Persimmon Homes spoke in support of the application. The committee discussed the proximity of play areas to existing properties, the provision of 40% affordable housing, and concerns about the term kick-about area.
The committee was minded to grant the application, subject to the expiration of the consultation period for the amended location plan with no new material representations, a Section 106 agreement, and specific conditions, including the replacement of kick-about area
with community open space.
Other Applications
The committee also approved a planning application for a ground floor side extension at 13 Moorside Road, Richmond, and deferred a decision on a planning application for the construction of 92 residential dwellings in Brompton on Swale due to an error in the site layout plan.
