The Standards Committee of Wrexham Council met on Tuesday, 18 June 2024, to review several key policies and reports. Review of the Code of Conduct Confidential Reporting Procedure
The committee conducted its annual review of the Code of Conduct Confidential Reporting Procedure. Linda, the Monitoring Officer, confirmed that no changes were necessary this year. The procedure, which was last updated in 2016, remains effective and will continue as written. The committee accepted the report without any objections.
Whistleblowing Policy
Linda also presented the annual review of the Whistleblowing Policy. Over the past 12 months, three concerns were raised, consistent with the previous year. Two of these concerns have been resolved, while the third is nearing completion following an external investigation. Julie Adams raised a query about the timeline for the unresolved concern, to which Linda responded that it was raised last October and the report is expected soon. The committee agreed to maintain the current policy without changes.
Draft Annual Report
The committee reviewed the draft annual report for the Standards Committee. This report, required by recent legislation, summarises the committee's activities, including compliance with group leaders' duties. Julie Adams suggested that a more detailed template for group leaders' reports could be beneficial. Linda confirmed that the report will be presented to the full council in September. The committee approved the draft, with minor updates to members' biographies to be made before publication.
Recruitment of Independent Members
The committee discussed the upcoming recruitment process for two new independent members. Advertisements will be placed in newspapers and other sources, including social media and the council's marketing channels. A training session for the selection panel will be held before the next meeting. The committee endorsed the proposed recruitment process and confirmed the selection panel's membership.
Dates and Times for Future Meetings
The committee noted the dates and times for meetings for the rest of 2024 and the first half of 2025. Julie Adams and another member confirmed their terms would end later this year, but they will continue to participate until then.
Any Other Business
Julie Adams inquired whether serving on the Standards Committee would exclude her from working at a polling station on election day. Linda confirmed that it would not, and members are welcome to take on such roles.
