The Housing Scrutiny Committee of Cambridge Council discussed several significant issues, including the redevelopment of Ekin Road, the compliance report on housing standards, and the purchase of new affordable housing at ATS & Murketts on Histon Road. Key decisions were made on the redevelopment options for Ekin Road and the budget allocation for new affordable housing.
Ekin Road Redevelopment
The Save Ekin Road community group raised concerns about the Council's decision to proceed with public consultation on a full demolition option for the Ekin Road estate. They argued that the partial demolition option should also be considered, as it preserves more homes and meets the Council's objectives. The Executive Councillor for Housing and Homelessness explained that the decision was made by the Leadership Team and was based on the JLL report, which recommended full redevelopment for financial and social benefits. The report noted a net gain of social housing units in both partial and full redevelopment options. A report on Ekin Road will be brought to the June Housing Scrutiny Committee.
Compliance Report
The Committee reviewed the compliance report detailing activities related to gas, electrical, fire, lifts, legionella, and asbestos safety. The City Services Director highlighted ongoing engagement with Residents Associations to improve communication and address issues like damp, mould, and condensation (DCM). The Committee endorsed the progress made and the Executive Councillor approved the report.
Purchase of New Affordable Housing at ATS & Murketts
The Committee approved the purchase of 28 new affordable homes at ATS & Murketts on Histon Road. The development, managed by the Cambridge Investment Partnership (CIP), will include a mix of rental tenures in line with Council policy. The total budget for this project is £6,788,000. The Assistant Director of Development noted that the development aims to meet a water efficiency target of 99 litres per person per day, exceeding the Local Plan requirement of 110 litres per person per day.
HRA Provisional Carry Forwards 2023/24
The Committee discussed the provisional carry forward requests totaling £731,520 to the 2024/25 financial year. These funds are intended to complete activities initially planned for 2023/24. The Head of Finance and Business Manager explained that the Council is preparing for regulation by the Housing Regulator and has set up a Transformation Fund to respond to legislative changes and improve services. The Committee endorsed the recommendation, and the Executive Councillor approved it.
Rent Regulation Error Refund / Remediation Policy
The Committee approved a policy to address historical overcharges in rent due to breaches of rent regulations. The policy ensures clarity and consistency in refunding tenants. The Assistant Director of Housing and Homelessness assured that mechanisms are in place to support vulnerable tenants and restore rent levels after refunds.
