The committee approved a new premises licence for The Green Plate, a restaurant located at 12 High Street, Bath. The application was supported by a majority of the committee members, who cited the restaurant's commitment to sustainable practices and its potential to boost local tourism. However, some concerns were raised by local residents about potential noise and increased traffic. The committee addressed these concerns by imposing specific conditions on the licence, including restricted operating hours and mandatory soundproofing measures.

Amendments to the HCPHV Complaints Procedure

Significant amendments were made to the Hackney Carriage and Private Hire Vehicle (HCPHV) complaints procedure. The revised procedure aims to streamline the complaint handling process and improve transparency. Key changes include the introduction of a complaint flow chart to guide complainants through the process and the establishment of a dedicated complaints officer.

The committee unanimously supported these amendments, with Councillor John Doe stating, These changes are essential for ensuring that complaints are handled efficiently and transparently, which will ultimately enhance public trust in our licensing system.

Consideration of LGA Exemption Notice

The committee also reviewed an exemption notice under the Local Government Act (LGA). The notice pertains to a temporary exemption for a local business from certain licensing requirements due to exceptional circumstances. The business, Bath City Tours, requested the exemption to accommodate an influx of tourists during a major local event.

After a thorough discussion, the committee granted the exemption, recognising the economic benefits it could bring to the area. However, they emphasised the need for close monitoring to ensure compliance with other regulatory standards.

Councillor Emily Brown remarked, While we understand the need for flexibility in exceptional circumstances, it is crucial that we maintain rigorous oversight to protect public safety and uphold our licensing standards.
