The Corporate Resources & Infrastructure Select Committee met on Wednesday 29 July 2026 to discuss the Hillingdon Local Plan update, the West London Waste Plan, and the borough's Growth Agenda. The committee also reviewed its forward plan and work programme.

Local Plan Update

The committee was scheduled to receive an update on the Hillingdon Local Plan, specifically concerning the Scoping Consultation for the Local Plan. This consultation, which had been approved by Cabinet on 25 June 2026, aimed to gather issues and feedback from residents and stakeholders on what the new Local Plan should contain. The Local Plan will set out the vision for development in the borough for the next 15 years, replacing the existing plan adopted in 2012 and 2020. It will include a spatial strategy, development management policies, and site allocations. The consultation was underway and due to conclude on 21 August 2026. The committee was recommended to note the contents of the report and appendices related to this update.

West London Waste Plan

A significant portion of the meeting was dedicated to the West London Waste Plan (WLWP). The committee was to be informed about the Proposed Submission of the WLWP, which had been approved by Cabinet for public consultation in line with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012. This strategic plan covers waste management across seven west London boroughs, including Hillingdon, and aims to plan for waste management up to 2041. Key elements of the plan include waste arisings forecasts, an updated list of safeguarded waste sites, and revised policies for determining waste-related planning applications. The current WLWP, adopted in 2015, was considered out-of-date. The Proposed Submission WLWP was at an advanced stage, with a public consultation planned from 4 August 2026 to 29 September 2026. The committee was recommended to note the contents of the report and appendices concerning the WLWP.

Growth Agenda

The committee was also scheduled to discuss the 'growth agenda' for the borough. A report was to be presented highlighting the committee's role in scrutinising this agenda, with the Hillingdon Growth Plan to be presented to Cabinet on 23 July 2026. The committee was to be invited to a future meeting to review the progress of this plan. The Growth Plan aims to shape economic growth across the borough, addressing challenges such as falling productivity, widening inequalities, stalled housing delivery, skills mismatches, and infrastructure constraints. It is structured around three strategic pillars: Innovate, Connect, and Thrive, and identifies four principal growth areas: Uxbridge and Brunel quarter, Hayes, Stockley Park and The Old Vinyl Factory, the Heathrow Economic Activity Zone, and areas north of the A40 for access to nature. The committee was recommended to note the Growth Plan.

Policy Review Discussion & Guidance

The committee was also set to discuss potential policy review topics. A report was provided offering guidance on the committee's remit, an overview of how reviews can be undertaken, and a scorecard to assess potential topics. The committee was recommended to note the guidance, use the scorecard for assessment, and develop a shortlist of potential topic ideas for further scoping by officers.

Forward Plan and Work Programme

Finally, the committee was to consider the Cabinet's Forward Plan, which outlines key decisions to be taken by the Cabinet and Cabinet Members. The committee's role is to comment on items within its remit. The committee was also to consider its Multi-Year Work Programme for 2026-2030, noting future meeting dates and agreeing any amendments.
