- Part 3: Principles of Decision Making: This section outlines the principles that guide decision-making within the Council, including the distribution of functions between the Council, Committees, the Executive, and Officers. It also details the process for making Key Decisions and the Executive Work Plan.
- Part 4: Officer Scheme of Delegation: This part outlines the delegation of functions to officers, specifying their responsibilities in relation to legal services, licensing, regulatory matters, planning, and assets and property.
- Part 5: Policy and Procedure Rules: This extensive part covers the detailed procedural rules for various aspects of the Council's operations, including Council Procedure Rules, Executive Procedure Rules, Overview and Scrutiny Rules, Licensing Procedures, Standards Sub-Committee Procedures, Budget and Policy Rules, Access to Information Rules, Contract Procedure Rules, Financial Procedure Rules, Officer Employment Procedure Rules, Budget Procedure Rules, and Contract Procedure Rules.
- Part 6: Codes and Protocols: This section includes various codes of conduct and protocols, such as the Member Code of Conduct, Member/Officer Protocol, protocols on appointments to outside bodies, use of Council facilities, local petition schemes, conferment of honorary titles, the Monitoring Officer protocol, officer decision-making protocols, pre-election period protocols, social media policies, whistle-blowing policies, counter fraud and anti-corruption policies, communications protocols, webcasting protocols, employee codes of conduct, corporate and individual gifts and hospitality processes, members' planning codes of good practice, and protocols for recording meetings.
- Part 7: Members' Allowances Scheme: This part details the scheme for members' allowances, outlining basic and special responsibility allowances, dependant carers' allowances, and travel and subsistence expenses.
The revision history indicates that the Constitution has undergone numerous amendments since September 2023, reflecting changes to the committee structure, officer schemes of delegation, various protocols, and specific policies such as the Pavement Licensing Policy, planning codes of practice, and whistle-blowing policy.
