The sale of alcohol for consumption on the premises was also requested during these hours.

The report pack indicated that the application had attracted objections from a local resident. The grounds for this objection included concerns that the sale of alcohol could undermine the residential character of the Albert Park Conservation Area and contribute to an increased concentration of hospitality venues in the locality. Further concerns were raised about the premises' proximity to Moor Allerton Preparatory School, with the objector believing that visible alcohol consumption near a primary school was inappropriate. The resident also suggested that the licence could increase the risk of crime, disorder, anti-social behaviour, noise, litter, and public nuisance, impacting residents' enjoyment of their homes.

The Licensing and Out of Hours Compliance Team (LOOH) also submitted a representation, focusing on potential public nuisance issues. Their concerns included noise from customers arriving and leaving, as well as from those seated outside. They also highlighted potential disturbances from waste disposal and recycling, particularly during noise-sensitive hours.

However, the report pack indicated that agreements had been reached on certain conditions with the LOOH team and Trading Standards. The Trading Standards Service had assessed the application and recommended specific conditions related to the protection of children from harm, including detailed requirements for age verification, signage, and staff training. The LOOH team also proposed additional conditions to address their public nuisance concerns. Correspondence within the report pack indicated that the applicant had agreed to all of LOOH's proposed conditions, leading to the withdrawal of their representation.

The panel was provided with the Secretary of State's Guidance to the Licensing Act 2003 and Manchester City Council's Statement of Licensing Policy 2024-2029 for consideration. These documents outline the legal framework and local policy considerations for licensing decisions, emphasising the promotion of the four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. The report pack also detailed specific policies relating to the West Didsbury Village area, which aimed to improve the quality and diversity of the area and support an attractive evening economy without adversely impacting residents.

The report recommended that the panel determine the application, with options including granting the licence subject to conditions, excluding certain licensable activities, refusing to specify the designated premises supervisor, or rejecting the application entirely. The report pack included appendices detailing the premises' location, the application form, relevant representations, email correspondence, agreements reached, and a schedule of proposed licence conditions.
