The Council met on Wednesday 22 July 2026 to confer the title of Honorary Alderman on former Councillor Julian Cooper. The meeting was held as an extraordinary session before the ordinary Council meeting.

Award of Honorary Title to Julian Cooper

The Council resolved to confer the title of Honorary Alderman on former Councillor Julian Cooper in recognition of his eminent services to the Council. The decision was made following a motion proposed by Councillor Andy Graham, Leader of the Council and Leader of the Liberal Democrat Group. Councillor Graham highlighted Mr Cooper's significant dedication to serving the people of West Oxfordshire, noting his integrity, commitment, and genuine desire to make a positive difference during his many years as a councillor.

Councillor Andrew Coles seconded the nomination, expressing pride and pleasure in supporting Mr Cooper. He described Mr Cooper as someone who has served the Council with great distinction, highlighting his commitment and dedication to public service and the residents he represented. Councillor Coles also recalled Mr Cooper's little cooperisms and the passion he brought to his views, as well as his kindnesses to colleagues, such as sending a gift to a colleague who had lost their seat.

Councillor Elizabeth Poskitt, who served as Julian Cooper's co-district councillor since 2012, spoke of his dedication to his work within the community and his deep knowledge of the people of Woodstock and Bladen. She also praised him as a tremendous colleague, always willing to take on difficult tasks and offer support. Councillor Poskitt mentioned that Mr Cooper had first approached her to become a councillor in 2004 and that she had always admired his understanding of the area and its residents.

Councillor Liz Leffman noted Mr Cooper's encyclopedic knowledge of the council's constitution and standing orders, and his significant support to her when she first became a councillor in 2012. She stated that many councillors owe their positions to his guidance and support.

Councillor Andy Graham, in summing up, acknowledged the many aspects of Julian Cooper's service that had been discussed. He also pointed out that it was Julian Cooper who had been at the forefront of proposing Sir Barry Norton for the same honour some years prior, demonstrating that the recognition was not a political appointment but a true acknowledgement of long service and duty to the community.

The recommendation to confer the title of Honorary Alderman on former Councillor Julian Cooper was put to an electronic vote. The motion required a two-thirds majority and was passed with 32 votes in favour, 4 against, and 6 abstentions. Following the vote, Councillor Cooper was invited to come forward.
