The Licensing Sub Committee Hearing Panel of Manchester Council met on Tuesday 1 September 2026 to consider a range of applications and reviews concerning premises licences. The agenda included applications for new premises licences, variations to existing licences, and a review of a premises licence, alongside a temporary event notice.

Application for a New Premises Licence - Istanbul Turkish Cuisine

The panel was scheduled to consider an application for a new premises licence for Istanbul Turkish Cuisine, located at 187 Wilmslow Road, Manchester, M14 5AQ. The application, which sought permission for late-night refreshment between 11 pm and 1 am, had attracted objections from both Greater Manchester Police (GMP) and the Council's Licensing and Out of Hours Compliance (LOOH) team.

Both objectors raised concerns that the application was poorly completed, with references to licensable activities not applied for, such as the sale of alcohol. Investigations by the LOOH team reportedly found the premises open and serving hot food after 11 pm on multiple occasions, with one officer purchasing food after midnight. GMP stated that these apparent breaches of licensable activity without a licence would undermine the four licensing objectives. LOOH also highlighted concerns regarding the management of online delivery orders and potential public nuisance. Both GMP and LOOH recommended that the application be refused.

Variation of Premises Licence - Momona Bar and Cafe

The committee was also set to discuss a variation application for Momona Bar and Cafe, at 24 Sherborne Street, Manchester, M3 1EF. The applicant sought to extend the hours for recorded music, late-night refreshment, and the sale of alcohol to 4 am on Fridays and Saturdays, with the premises closing at 4:30 am on those days.

GMP objected to the variation, stating that the extension would negatively impact the licensing objectives of preventing crime and disorder, public nuisance, and public safety. They noted an increase in anti-social behaviour and criminality in the vicinity, which they believe would be exacerbated by the extended hours. GMP indicated a willingness to withdraw their objection if the applicant agreed to additional conditions, including the mandatory provision of SIA-registered door supervisors from 11 pm until closing on Fridays and Saturdays, and the use of body-worn video devices by door supervisors.

The LOOH team also objected, primarily on the grounds of preventing public nuisance. They highlighted that the premises, while in a commercial area, is close to residential areas in both Manchester and Salford, from which noise complaints have historically been received. LOOH expressed concern that extending operating hours would contribute to the cumulative impact of noise from existing licensed premises and increase the likelihood of alcohol-related anti-social behaviour and litter. They also noted the applicant's failure to propose additional safety and security measures.

Review of Premises Licence - Beilul Lounge

A review of the premises licence for Beilul Lounge, located on the first and second floors at 100 Wilmslow Road, Manchester, M14 5AJ, was scheduled for consideration. The review application was submitted by Greater Manchester Police on the grounds that the licence holder had allegedly failed to uphold the licensing objectives of preventing crime and disorder and public safety.

The grounds for the review cited numerous licensing breaches identified by officers, including unsupervised alcohol sales, lack of a Designated Premises Supervisor (DPS) on site, insufficient staff training, poor management oversight, and a lack of knowledge regarding licensing requirements. Significant safety concerns were also reported, such as poor hygiene, a rat infestation, blocked escape routes, and fire safety deficiencies. Despite opportunities to rectify these issues, most remained unresolved. GMP was seeking the revocation of the premises licence.

Variation of Premises Licence - Projekts MCR

The panel was also due to discuss a variation application for Projekts MCR, at Projekts Skateboard Park, 41 Baring Street, Manchester, M1 2PY. The applicant sought to vary existing licence conditions to remove duplication, clarify wording, replace prescriptive requirements with risk-based controls, and ensure conditions remain appropriate to the premises' operation.

Both GMP and LOOH objected to the proposed variations. GMP stated that the changes would weaken the Premises Licence and remove appropriate safeguards. They referenced a poorly planned and managed externally promoted event on 29 May 2026, which they claimed was unsafe and required emergency service attendance. GMP noted that tickets were over-issued, leading to refused ticket holders climbing perimeter fences. They argued that the proposed variations, including a reduction in notice periods for external events and amendments to CCTV conditions, would increase ambiguity and not promote licensing objectives. GMP requested the application be refused in its entirety.

LOOH also objected, stating that the proposed amendments, when considered as a whole, would not continue to promote the licensing objectives to the same extent as the existing conditions. They highlighted concerns regarding the premises' operating history and recent compliance record, referencing the same May event where public safety and crowd management were compromised. LOOH considered it inappropriate to relax regulatory controls without evidence that identified risks had been addressed and stated that the applicant had not demonstrated that existing controls could be safely relaxed. LOOH suggested additional conditions related to event management plans, promoter due diligence, ticket controls, and SIA deployment if the panel were minded to grant the variation.

Temporary Event Notice - Mid-Autumn Festival Garden Fair

Finally, the panel was scheduled to consider a Temporary Event Notice (TEN) for the Mid-Autumn Festival Garden Fair, to be held at the Chinatown Car Park, junction of Nicholas Street and Faulkner Street, Manchester, M1 4BP. The TEN, submitted by Liang Xiong, sought permission for alcohol sales and consumption within a designated, barrier-controlled area (Stalls 20-22 ONLY) as part of the wider festival.

An objection notice was received from the Licensing and Out of Hours Compliance team. LOOH stated that the TEN did not provide sufficient detail for responsible authorities to assess how the proposed licensable activities would be managed and controlled. Specifically, LOOH noted a lack of information demonstrating the applicant's authority to occupy and control the proposed area, a detailed site plan, and written arrangements for security, stewarding, access control, crowd management, dispersal, waste management, and age verification. LOOH concluded that until this information was provided, they could not be satisfied that the activities could take place without undermining the licensing objectives and therefore maintained their objection.

The panel was asked to consider the objection notice and decide whether to issue a counter notice, refuse the TEN in its current form, or impose conditions.
