The Licensing Sub-Committee of Lambeth Council met on Friday 7 August 2026 to consider two licensing applications. The committee refused the application for Arch 600B to 600D, Ferndale Road, SW9, and approved the application for Rind Abbeville, 27 Abbeville Road, SW4.
Arch 600B to 600D, Ferndale Road, SW9
The committee refused the application for a new premises licence for Arch 600B to 600D, Ferndale Road, SW9, submitted by Apollo Realtimes Limited. The application sought authorisation for regulated entertainment, sale of alcohol, and late-night refreshment.
The Licensing Authority had recommended refusal due to concerns about public nuisance, crime and disorder, public safety, and the protection of children from harm. These concerns were amplified by the premises' location in a residential area and the requested operating hours, which extended beyond the council's licensing policy recommendations. The applicant had failed to provide a detailed operating schedule to address these concerns.
Furthermore, the premises had a history of noise complaints during a previous period of operation and a prior application for a licence for the same premises had been refused by the Licensing Sub-Committee in November 2023. The applicant's lack of engagement with the licensing authority and residents, coupled with the proposed use of a shipping container for the kitchen and the unclear nature of the premises, contributed to the decision to refuse the application.
Rind Abbeville, 27 Abbeville Road, SW4
The Licensing Sub-Committee approved the application for a new premises licence for Rind Abbeville, located at 27 Abbeville Road, SW4. The application sought authorisation for live music, recorded music, and the supply of alcohol for on and off-sales.
During the consultation period, the applicant engaged with responsible authorities and interested parties, leading to amendments to the original application. These amendments included reduced hours for live music and alcohol sales, revised opening hours, and the withdrawal of the late-night refreshment request. Despite these concessions, two representations remained outstanding from residents.
The primary concerns raised by residents, particularly Claudia, who lives directly above the premises, related to the prevention of public nuisance and the prevention of crime and disorder. These concerns centred on potential noise disturbance from music, customer arrivals and departures, and the use of the external seating area, especially given the premises' location directly beneath residential accommodation.
The committee approved the licence with several conditions incorporated. These included:
- No open containers to be taken off-site.
- The external seating area to be managed separately from the licensed premises.
- The amended hours as detailed on page 18 of the papers, which reflected the applicant's proposed reductions.
The decision to approve the licence was made with these conditions in place to promote the licensing objectives and address the concerns raised by residents.
