The Licensing Committee of Croydon Council was scheduled to consider applications for street trading designations and licences. The committee was also scheduled to review minutes from previous meetings and sub-committee meetings.
London Local Authorities Act 1990: Applications for Street Designation Orders
The Licensing Committee was scheduled to determine whether to designate three specific sites for street trading purposes under the London Local Authorities Act 1990. If these sites were designated, the committee was then scheduled to consider granting street trading licences for each of them.
The report pack detailed three specific applications:
76 London Road, Croydon, CR0 2TB: An application was scheduled to be considered for a street trading display of groceries, fruit, and vegetables. The applicant, Rashid Butt, was seeking to trade from Monday to Sunday between 8:00 am and 8:00 pm. The proposed display area was measured at 2.10m in length and 0.35m in width on the right side, and 1.80m in length and 0.35m in width on the left side. This application was noted to fall within the Council's saturation policy for street trading, meaning the committee would generally be minded to refuse it unless there were specific reasons to grant it. A temporary licence had been issued pending the committee's decision.
30 High Street, Thornton Heath, CR7 8LE: An application was scheduled to be considered for a street trading display of fruits, vegetables, and fish. The applicant, Mr Ziaullah Khan Niazi, was seeking to trade from Monday to Sunday between 8:00 am and 10:00 pm. The proposed trading area was detailed as 3.50m in length and 2.60m in width on the right side of the shop door, and 1.20m in length and 2.20m in width on the left side. This application also fell within the Council's saturation policy for street trading. A temporary licence was currently in force.
28 High Street, Thornton Heath, CR7 8LE: Similar to the previous application, this was for a street trading display of fish, fruits, and vegetables by Mr Ziaullah Khan Niazi. The proposed trading hours were Monday to Sunday from 8:00 am to 10:00 pm. The dimensions for the display were 1.20m in length and 2.20m in width on the right side, and 2.60m in length and 2.60m in width on the left side. This application also fell within the Council's saturation policy. A temporary licence was in place pending the committee's decision.
The report pack indicated that for all three applications, no objections or comments had been received from the police, food safety team, planning, highways, or parking services. However, the report highlighted that these premises were located within areas covered by the Council's saturation policy for street trading, which generally indicated a predisposition to refuse further applications due to the existing number of designated sites. Applicants were aware of this policy and were expected to attend the meeting to present reasons why their applications should be granted.
Minutes of Previous Meetings
The committee was scheduled to approve the minutes of the previous Licensing Committee meeting held on Monday, 16 March 2026. Additionally, it was scheduled to agree the minutes of several Licensing Sub-Committee meetings held on various dates between March and August 2026.
