The Licensing Subcommittee of Tunbridge Wells Council granted a premises licence for events at Dunorlan Park, Pembury Road, Royal Tunbridge Wells, TN2 3QN, to Luminar Drones Limited. The decision was made after considering an application for the sale of alcohol, live and recorded music, and to allow the premises to be open to the public, primarily for drone light shows.

Premises Licence for Dunorlan Park Granted

The Licensing Subcommittee has granted a premises licence to Luminar Drones Limited for events to be held at Dunorlan Park¹. The application sought authorisation for the sale of alcohol for consumption on the premises, live and recorded music, and for the premises to be open to the public. These activities were to be limited to six days a year, with drone light shows as the main entertainment.

During the meeting, chaired by Councillor Matthew Sankey, the subcommittee heard from applicant Tom Connolly, representing Luminar Drones. Mr. Connolly highlighted that no responsible authorities had objected to the application and that conditions had been agreed with Environmental Health to address concerns regarding noise and public nuisance. He emphasised that the proposed events would be family-friendly and aimed to bring economic benefits to Tunbridge Wells through increased footfall for local businesses and employment opportunities.

Concerns were raised by local residents during the public consultation period regarding potential noise and light pollution, litter, and the impact on wildlife and the park's tranquility. Some objectors also noted issues with previous events held at Dunorlan Park. However, no objectors were present at the hearing.

The subcommittee questioned Mr. Connolly on various aspects of the proposed events, including previous experience, weather-related operational limits for drone displays, and noise levels. Mr. Connolly confirmed that Luminar Drones had conducted similar events approximately 15 times across the country without noise complaints. He also explained that alcohol sales would be managed by an outsourced partner, Mads Grill, who would operate under the conditions of the premises licence.

The subcommittee considered the application in light of the Licensing Act 2003, the Guidance issued under Section 182 of the Act, and the Council's Statement of Licensing Policy. They determined that the proposed conditions, along with those agreed with Environmental Health, were appropriate and proportionate to promote the licensing objectives of the prevention of crime and disorder, public safety, prevention of public nuisance, and protection of children from harm. The decision to grant the licence was made, with the full written decision to be sent to all parties within five working days.
