The Planning Committee of North Northamptonshire Council met on Wednesday 16 September 2026 and granted planning permission for a new access road to the Chelveston Renewable Energy Park. The committee also received an update report.

Chelveston Renewable Energy Park Access Road

The committee granted planning permission for a new access road to serve the Chelveston Renewable Energy Park and Energy Innovation Park. The development includes a new roundabout, realignment of Higham Road and Caldecott Road, a security building, and associated landscaping.

The application was brought before the committee due to over ten neighbour objections raising substantive planning considerations and a written objection from the Parish Council that was contrary to the officer's recommendation.

The officer's report detailed the proposal, which aims to create an improved route for vehicles accessing the Energy Park, unlocking further investment and growth by improving transport connections. It also aims to move traffic associated with the Energy Park off smaller local roads. The application stated that the new access would not facilitate or accommodate any additional vehicle movements beyond those already consented for the wider site.

Numerous consultation responses were received, including objections from Chelveston-cum-Caldecott Parish Council and Higham Ferrers Town Council, raising concerns about highway safety, pedestrian safety, increased traffic, noise, and environmental impacts. Stanwick Parish Council supported the representation made by Chelveston-cum-Caldecott Parish Council. Fifty-five letters of objection were received from the public, focusing on similar issues. Four letters of support were also received, highlighting that the new route was considered safer than an alternative previously consented route and would have less impact on properties.

The committee considered various planning policies, including the National Planning Policy Framework (NPPF) and the North Northamptonshire Joint Core Strategy (JCS). Key considerations included the principle of development, loss of agricultural land, design, landscape and visual impact, highways and transport impacts, ecological impacts, archaeological impacts, effect on built heritage assets, flood risk and drainage, amenity and noise, air quality, and contamination.

The officer's report concluded that the development would result in a temporary significant adverse effect in respect of landscape and visual matters during the construction phase. However, this effect was considered to reduce significantly once the works were completed and mitigation measures were implemented. The development was not assessed to result in significant environmental effects in transport terms.

In the planning balance, the benefits of improved access and reduction in vehicle movements on Caldecott Road, supporting the continued operation of the Energy Park and its economic and renewable energy functions, were considered to carry substantial positive weight. The moderate adverse landscape and visual effects, limited harm to agricultural land, and limited adverse impacts on built heritage were weighed against these benefits. The officer recommended that the benefits substantially outweighed the adverse effects.

The committee resolved to grant planning permission, subject to conditions including a time limit, adherence to approved plans, a Construction Traffic Management Plan, local traffic management measures, a crime prevention statement, and detailed plans for landscaping, drainage, and archaeological investigation.
