The Licensing Sub-Committee of Kensington and Chelsea Council met on Tuesday 21 July 2026 to consider an objection to a Temporary Event Notice (TEN) for Love TKO, an amenity area adjacent to Hazlewood Tower in Golborne Gardens, London, W10. The hearing was adjourned for at least one week to allow the applicant to resolve issues with submitted documentation.

Temporary Event Notice for Love TKO Adjourned

The Licensing Sub-Committee considered an objection to a Temporary Event Notice (TEN) submitted by Mr Glen Falconer for Love TKO, an amenity area adjacent to Hazlewood Tower in Golborne Gardens, London, W10. The event was proposed to take place on Sunday 30 August and Monday 31 August 2026, coinciding with Notting Hill Carnival, and intended to provide regulated entertainment and the sale of alcohol for consumption on and off the premises, with a maximum capacity of 499 people.

The hearing was adjourned for at least one week after the applicant, represented by Matthew Phillip, Chief Executive of Notting Hill Carnival, requested more time to resolve technical issues with uploaded documents. Mr Phillip explained that a portal used to share risk assessment and event management plans had corrupted, making parts of the documents unreadable. He stated that the documents were being re-uploaded and would be available that afternoon.

Julian Trill, representing the Noise and Nuisance Team, supported the adjournment, noting that the corrupted document prevented them from fully assessing the risk assessment. He stated that if the revised documents were available at least 24 hours before the next scheduled hearing, they might be able to withdraw their representation.

The committee, chaired by Councillor Greg Hammond, agreed to the adjournment, acknowledging the need for complete and accessible documentation to ensure the promotion of the licensing objectives. A written record of the decision would be sent to all parties.

The objection to the TEN was raised by PC Mark Perry of the Metropolitan Police on the grounds of public safety and preventing crime and disorder. PC Perry's concerns included a lack of prior engagement with Notting Hill Carnival organisers, insufficient detail in the risk assessment and event management plan regarding crowd management, security, and medical emergencies, and the potential for overcrowding to exacerbate crime and disorder.

Similarly, Philip Richardson of the Noise and Nuisance Team objected on the grounds of public safety, citing insufficient documentation and a lack of engagement with Notting Hill Carnival Limited's established planning and safety processes. Mr Richardson stated that without a suitable risk assessment and event management plan, it was impossible to determine if the event could be operated safely.

The meeting was attended by Councillor Walaa Idris, Councillor Abdullahi Nur, and Councillor Greg Hammond, who formed the Licensing Sub-Committee. Lindsay in the Missouri Legal Services acted as the legal officer, and Laura McGahn was the licensing officer. Tommy Hanmer and Mr Faulkner assisted with governance. Matthew Phillip represented the applicant, and Julian Trill represented the Noise and Nuisance Team.
