Open Council Network is an independent organisation. We report on Middlesbrough and are not the council. About us
The Live Well South Tees Board was scheduled to discuss the endorsement of the South Tees Carers Strategy 2026-2029 and receive an update on the development of the South Tees Neighbourhood Plan. The Board was also scheduled to be briefed on Middlesbrough's Homelessness Prevention and Rough Sleeping Strategy and Long-Term Rough Sleeping Partnership Plan.
South Tees Carers Strategy 2026-2029
The Board was scheduled to consider the South Tees Carers Strategy 2026-2029 for endorsement. This strategy, co-produced with unpaid carers and partner organisations, aims to provide a shared approach to identifying, recognising, and supporting carers of all ages across Middlesbrough and Redcar & Cleveland. It aligns with the Care Act 2014 and the Children and Families Act 2014, focusing on key priorities such as clear information, earlier identification of carers, flexible support, meaningful breaks, and support for carers' wellbeing. The strategy also outlines proposed arrangements for its implementation, oversight, and future commissioning.
The report pack indicated that the South Tees Health and Wellbeing Place Partnership had considered and endorsed the strategy on 26 August 2026. The recommendations put forward for the Board's consideration included endorsing the strategy, noting the co-production process, supporting the South Tees Carers Commissioning Group to oversee implementation, and supporting the development of concise public and professional information.
Neighbourhood Health Update - South Tees Neighbourhood Plan
A presentation was scheduled to be given on the development of the South Tees Neighbourhood Plan, covering priority setting and governance. The Board was expected to have the opportunity to discuss the proposed approach, with a particular focus on the identification and agreement of priority cohorts. This initiative is part of a broader shift towards place-based care, with an emphasis on prevention and reducing health inequalities.
Middlesbrough Homeless & Rough Sleeping Strategy/Long Term Rough Sleeping Partnership Plan
The Board was scheduled to receive a briefing on the development of Middlesbrough's Homelessness Prevention and Rough Sleeping Strategy and Long-Term Rough Sleeping Partnership Plan. This follows an initial briefing in July 2026 and a partnership consultation event held in September 2026. The report indicated that Middlesbrough Council is legally required to produce and publish a homelessness strategy every five years. The briefing note highlighted the need for a Rough Sleeping Partnership Plan due to the significant number of people sleeping rough in Middlesbrough, with a target to reduce long-term rough sleepers by 50% before the end of the current parliamentary term. The plan aims to go beyond incremental improvements and identify ambitious changes to the systems supporting individuals with complex needs, with a focus on partnership and prevention. The Board was asked to note the progress made, the proposed direction of travel, and to approve delegated authority for the Chair of the Health and Wellbeing Board to sign off the Long-Term Rough Sleeping Partnership Plan by 1 December 2026.
