Open Council Network is an independent organisation. We report on Camden and are not the council. About us
The Leaseholders' Forum of Camden Council met on Wednesday 23 September 2026 to discuss progress on previous actions, review recommendations from a former Cabinet Advisor's report, and receive updates on leaseholder satisfaction surveys and energy procurement. The meeting's agenda focused on improving communication, transparency, and services for leaseholders.
Review of Progress on Recommendations of the Former Associate Cabinet Member for Leaseholders' Report
A significant portion of the meeting was scheduled to be dedicated to reviewing the progress made on recommendations outlined in a report by the former Associate Cabinet Member for Leaseholders, Councillor James Slater1. This report, presented to the Housing Scrutiny Committee in February 2024, focused on improving services to Camden leaseholders and advocating for their interests. The discussions were expected to cover updates on communication with leaseholders, the quality of contractors, and the coordination between Camden's Major Works, Repairs, and Leaseholder Services teams. Transparency regarding service charges and major works bills was also a key area for review. Furthermore, the progress on establishing a Leaseholder Councillor as advocate for Leaseholders
and broader engagement with leaseholders, including issues related to conferences, complaints, and alleged bullying by frontline staff, were scheduled for discussion.
Update on Leaseholder Satisfaction Surveys
The Forum was set to receive an update from the Head of Housing Policy, Performance and Assurance regarding leaseholder satisfaction surveys. This would include details on the upcoming Summer 2027 survey, the process of selecting contractors, and the potential for online survey methods. A working group of Forum volunteers was expected to be formed to review and provide input on the questionnaire for the next survey. Discussions were also anticipated regarding the monthly KWEST survey, with a focus on improving transparency and comparability of satisfaction data between tenants and leaseholders.
Energy Procurement
An update was scheduled from Camden Council's Energy Procurement Team concerning the council's upcoming energy procurement strategy. This included the necessity of seeking dispensation from statutory consultation procedures, as defined under the Landlord and Tenant Act 19852, for the council's energy contracts. The report indicated that Camden currently procures energy through a public sector buying organisation, LASER, and intended to renew this strategy. The strategy aims to limit exposure to energy market volatility by allowing for forward purchasing of energy over an 18-24 month period. The current dispensation, which expires in early 2027, covers contract arrangements from October 2024 to September 2028, and a further dispensation for a four-year period was to be sought to cover the subsequent contract.
Progress Report
The Forum was also scheduled to receive a progress report on actions stemming from previous meetings.
