The Licensing Sub Committee Hearing Panel met on Monday 28 September 2026 to consider an application to vary the premises licence for Boogalu, located at 12 Tariff Street, Manchester. The panel granted the variation, extending licensable activities until 01:30 on Thursdays and 03:30 on Fridays and Saturdays, with a closing time of 30 minutes thereafter on those days. Several new conditions were added to the licence to address concerns raised by responsible authorities and residents.
Premises Licence Variation for Boogalu
The primary focus of the meeting was an application to vary the premises licence for Boogalu, located at Basement and Ground Floor, 12 Tariff Street, Manchester. The applicant sought to extend licensable activities, including the sale of alcohol, live and recorded music, and late-night refreshment, until 01:30 on Thursdays and 03:30 on Fridays and Saturdays, with the premises closing 30 minutes after the terminal hour on those days. No changes were requested for Sunday to Wednesday. The application also included requests for non-standard timings for Bank Holidays and British Summer Time.
During the consultation period, representations were received from Greater Manchester Police (GMP), the Licensing and Out of Hours Compliance Team (LOOH), and four residents. Concerns were raised regarding potential increases in crime, disorder, nuisance, and noise, particularly due to the extended hours and the introduction of live music. Residents expressed worries about the impact on their sleep and quality of life, noting that the proposed hours extended significantly beyond those of neighbouring premises on Tariff Street.
The applicant's representative attended the hearing and outlined the proposed operations and the measures to be implemented to promote the licensing objectives. The panel noted that the existing licence already permitted live music and late-night refreshment, a point of clarification for some residents' concerns.
After considering the written and oral representations, the panel decided to grant the variation. They were satisfied that the conditions agreed with the responsible authorities, along with additional conditions offered by the applicant in response to resident concerns, were appropriate and proportionate for promoting the licensing objectives. The panel also took into account the relevant area-based policies for the Northern Quarter, which aim to balance the needs of businesses and residents and limit noise nuisance.
The decision to grant the variation was subject to a number of conditions, including:
- From 01:00 on Thursdays and 02:30 on Fridays and Saturdays, only background music will be played on the first floor.
- Live and recorded music will only take place in the basement area.
- Late-night refreshment is to take place indoors only.
- Existing conditions regarding external noise monitoring, dispersal policy, and smoking policy were replaced with updated versions.
- New conditions were added, including the maintenance of an acoustic lobby, the implementation of a written Noise Management Plan, the maintenance of a register of complaints, and a prohibition on removing open containers of alcohol from the premises.
- Conditions relating to age verification were amended to reflect current requirements, including the acceptance of approved digital identity credentials.
- Additional conditions were imposed regarding the positioning of live music speakers, the management of outside furniture, and encouraging customers to use the designated smoking area at the rear of the premises after 23:00.
The panel concluded that the grant of the variation, subject to these conditions, would uphold the licensing objectives.
