The Planning Applications Sub-Committee approved a Section 73 application for Friary Court, 65 Crutched Friars, London EC3N 2AE, which will allow for an increase in student accommodation rooms and a reconfiguration of the Migration Museum space. The committee also granted planning permission and listed building consent for refurbishment works at the Guildhall School of Music and Drama, Silk Street.
Friary Court, 65 Crutched Friars, London EC3N 2AE
The committee approved a Section 73 application to vary conditions on planning permission 22/00882/FULMAJ at Friary Court. The amendments allow for an increase in purpose-built student accommodation (PBSA) rooms from 782 to 815, with 12 of the additional rooms designated as affordable student accommodation. This increase in rooms will be accommodated within the existing building envelope.
The plans for the Migration Museum have been reconfigured, consolidating its space from the ground, first, and second floors to the ground and first floors. This reduction in museum floorspace from 3,101 sqm to 2,024 sqm is to accommodate the additional student rooms. The Migration Museum has supported this change, stating it will provide greater certainty of delivery and support its long-term sustainability. Officers noted that while this is a reduction in quantum, the quality and core functions of the museum will be retained.
The application also includes a reduction in long-stay cycle parking from 587 to 423 spaces, supported by evidence of low utilisation at comparable PBSA developments. The site's high accessibility via public transport and nearby cycle facilities were also considered. Additionally, external mechanical plant will be introduced at Level 3, screened by a living wall, and the Urban Greening Factor will be maintained.
Concerns were raised by objectors regarding the reduction in museum floorspace and the cumulative impact of increased student accommodation in the area. However, officers concluded that the increase of 33 rooms (approximately 4%) was not excessive and would not prejudice the City's primary business function. The committee noted the intention to uncouple the Rangoon Street Pocket Park Contribution from the opening of the student accommodation.
The application was approved, subject to the execution of planning obligations and the negotiation and execution of a deed of variation to the Section 106 agreement.
Guildhall School of Music and Drama, Silk Street
The committee granted planning permission and listed building consent for the refurbishment of the atrium and entrance of the Grade II listed Guildhall School of Music and Drama. The proposals include internal alterations and minor external changes to the Silk Street entrance, such as new lighting, entrance doors, and planters to replace existing cycle stands. Internally, the main entrance lobby and atrium will be upgraded to improve security and functionality.
Objectors had raised concerns about noise escape due to the replacement of internal doors with security gates and the potential impact on neighbouring residents. The applicant team stated that acoustic treatment would be added to the lobby extension ceiling and floor. The Twentieth Century Society, initially objecting, withdrew its objection following revisions to the proposals.
The committee heard from Ms. Natasha Mitchell, Chief Operating Officer of the Guildhall School, who highlighted the school's international standing and contribution to London's artistic excellence. Mr. Nigel Marcoolyn, Director of Make Architects, detailed how the proposals aimed to restore architectural clarity, improve functionality, and create a more welcoming and secure entrance.
Members raised questions regarding prior consultation with residents of Speed House and the unresolved issue of chiller units affecting residents. Ms. Mitchell committed to further consideration of resident engagement and confirmed that the chiller issue was under active review.
The committee voted to approve the planning permission and listed building consent, subject to conditions.
