The meeting was scheduled to consider an objection to a Temporary Event Notice (TEN) submitted by Mr Noel Gardner for the Starliner Diamond Sound System and Bar Site, located at Bosworth Road, W10 5EQ. The TEN proposed the sale of alcohol and provision of regulated entertainment on Sunday 30 August and Monday 31 August 2026, during the Notting Hill Carnival 2026, with a maximum capacity of 499 people.

Objections were raised by the Metropolitan Police, represented by PC Mark Perry, and the Noise and Nuisance Team, represented by Mr Philip Richardson. Both objectors cited concerns regarding public safety and the prevention of crime and disorder. The primary reason for the objections was the lack of a submitted Risk Assessment (RA) and Event Management Plan (EMP) with the TEN application. PC Perry also noted that there was no indication that Mr Gardner had engaged with the event organisers, Notting Hill Carnival Limited. Both the police and the Noise and Nuisance Team stated that they would reconsider their objections once the necessary documentation was provided and reviewed.

The premises are located in a residential area within the Golborne ward.
