Open Council Network is an independent organisation. We report on Manchester and are not the council. About us
The Licensing Sub Committee Hearing Panel of Manchester Council was scheduled to meet on Monday 05 October 2026 to consider applications for new premises licences and reviews of existing licences. The meeting agenda included applications for Burger King on Barlow Moor Road, Shish Cafe on Bury Old Road, and a review of the licence for The New Union. A summary review of Richie and Nikki's Off Licence was also listed.
Application for a New Premises Licence - Burger King, 433 Barlow Moor Road, Manchester, M21 8AU
The committee was scheduled to consider an application for a new premises licence for Burger King at 433 Barlow Moor Road, Manchester, M21 8AU. The application proposed 24-hour opening times, with late-night refreshment hours from 11pm to 5am daily. The report indicated that 15 relevant representations had been received, including objections from the Licensing and Out of Hours Compliance Team, two ward councillors, and 12 local residents. The grounds for objection primarily related to the prevention of public nuisance, citing concerns about increased noise, litter, vehicle movements, and anti-social behaviour during unsociable hours. Residents also raised concerns regarding public safety, the protection of children from harm, and the potential for increased drug use and loitering in the nearby Chorlton Park. The Licensing and Out of Hours Compliance Team's recommendation was to refuse the application, stating that the proposed hours were excessive and unsuitable for the predominantly residential area.
Review of a Premises Licence - The New Union, Princess Street, Manchester, M1 6JB
A review of the premises licence for The New Union, located at 111 Princess Street, Manchester, M1 6JB, was scheduled for discussion. The review was initiated by a member of the public on the grounds of the prevention of crime and disorder and public safety. The applicant alleged a violent assault by door staff on 17/18 December 2023, involving an unlawful restraint technique that resulted in loss of consciousness and required paramedic attendance. Further concerns were raised regarding alleged non-compliance with licence conditions, including the failure to preserve CCTV evidence, identify door staff involved, and properly record the incident in the incident log. The applicant also highlighted a dismissive response from a manager, suggesting a lack of appropriate management oversight and safety culture. No relevant representations were received from responsible authorities or other persons during the consultation period for this review.
Summary Review of a Premises Licence - Richie and Nikki's Off Licence, 159 Princess Road, Manchester, M14 4RE
The committee was to conduct a summary review of the premises licence for Richie and Nikki's Off Licence, located at 159 Princess Road, Manchester, M14 4RE. This review was initiated by Greater Manchester Police (GMP) due to concerns that the premises were associated with serious crime and serious disorder. The application for the summary review was based on allegations of serious criminal activity, including a suspected deliberate attempt to hinder an investigation into a kidnapping incident by removing or destroying CCTV footage. GMP stated they had lost confidence in the management of the premises, the licence holders, and the Designated Premises Supervisor to promote the licensing objectives. An interim step of suspending the licence with immediate effect was decided by a Licensing Sub-Committee on 11 September 2026, pending the full review hearing. No representations were received from the premises licence holder against these interim steps.
Application for a New Premises Licence - Shish Cafe, 70 Bury Old Road, Manchester, M8 5BN
An application for a new premises licence for Shish Cafe, located at 70 Bury Old Road, Manchester, M8 5BN, was scheduled for consideration. The proposed hours for late-night refreshment were from 11pm to 2am from Sunday to Thursday, and 11pm to 3am on Friday and Saturday. The proposed opening hours were from 12 noon to 2am from Sunday to Thursday, and 12 noon to 3am on Friday and Saturday. Greater Manchester Police initially raised objections, citing concerns that the operating schedule was not sufficiently robust to promote the licensing objectives of the prevention of crime and disorder, public safety, and the protection of children from harm. However, GMP withdrew their objection after the applicant agreed to additional conditions. The Licensing and Out of Hours Compliance Team's recommendation was to refuse the application, stating they were not satisfied that the licensing objectives would be promoted based on the evidence presented.
