Open Council Network is an independent organisation. We report on Middlesbrough and are not the council. About us
The Staff Appeals Committee was scheduled to consider a staff appeal case and review procedural notes. The meeting was also scheduled to address administrative matters, including the exclusion of the press and public for certain agenda items.
Case Ref SA/03/26
The committee was scheduled to consider Case Reference SA/03/26, an appeal against a disciplinary outcome. This case was brought forward by Charlotte Benjamin, Corporate Director of Legal and Corporate Services. The report pack indicated that the committee membership for this item was scheduled to include Councillors D Davison (Chair), C Cooper, and Z Uddin. Assistance with accessing information related to the agenda was to be provided by Joanne McNally and Tanya Harrison.
Procedure Note for Staff Appeals Committee
The committee was scheduled to review the Procedure Note for the Staff Appeals Committee, which outlines the operational guidelines for its proceedings.
Welcome, Fire Evacuation and Recording of Meetings
The meeting was scheduled to begin with a welcome from the Chair, followed by an explanation of the fire evacuation procedure. Attendees were informed that a fire alarm test was expected at 10:30 am and provided with instructions on what to do if the alarm sounded.
Exclusion of Press and Public
A resolution was scheduled to be considered to exclude the press and public from the meeting during the consideration of specific items. This was to be done on the grounds that the disclosure of exempt information, falling under paragraphs 1 of Part 1 of Schedule 12A of the Local Government Act 1972, would be detrimental, and the public interest in maintaining the exemption was deemed to outweigh the public interest in disclosure.
Minutes - Staff Appeal Committee - 18 August 2026
The minutes from the previous Staff Appeal Committee meeting, held on 18 August 2026, were scheduled to be received.
Declarations of Interest
Members were scheduled to be asked to declare any interests in the items under consideration, specifying the type of interest (Disclosable Pecuniary Interest or Non-Pecuniary Interest) and the nature of that interest. Advice on declarations of interest was to be available from the Monitoring Officer.
