The Licensing Panel of Hounslow Council met on Thursday 30 July 2026 to appoint a Chair and determine a premises licence application. Councillor Karen Smith was appointed Chair of the panel. The panel granted a premises licence for Ruby's, located at 250 Great West Road, Hounslow.

Ruby's Premises Licence Application

The Licensing Panel granted a premises licence to Inderpreet Kaur Rao for Ruby's, located at 250 Great West Road, Hounslow TW5 0BJ. The licence permits the sale of alcohol for consumption off the premises with opening hours and alcohol supply hours set from Monday to Sunday, 00:00 to 00:00.

The decision was made after considering the application, operating schedule, representations from parties, the Licensing Act 2003, Home Office Guidance, the London Borough of Hounslow Statement of Licensing Policy¹, and the Human Rights Act 1988.

Several conditions were attached to the licence to promote the licensing objectives. These include:

• All staff responsible for selling alcohol must receive regular training in the Licensing Act 2003, with records retained and available for inspection.
• No direct sales of alcohol will be made to customers from the premises.
• There will be no public access to the premises itself.
• An incident log will be maintained to record crimes, complaints, disorders, CCTV faults, and visits by authorities.
• All vehicles used in connection with the mobile bar business must be pre-stocked, and no associated vehicle shall leave the premises between 23:00 and 05:00.
• The Premises Licence Holder must arrange regular inspections and clean-ups of the area immediately outside the premises.
• A Challenge 25 proof of age scheme will be operated, requiring recognised photographic identification.
• A CCTV system recording 24 hours a day must be installed and maintained, covering all entry and exit points for storage areas.
• Someone must be available who knows how to use the CCTV system and be able to download footage upon request by a Licensing Officer or the Police.

The panel noted that the premises is a three-bedroom house with garage facilities for alcohol storage. The applicant, represented by her son Mr Deep Singh Rao, explained that the business model does not involve direct retail sales to the public but rather supply for pre-arranged events and pre-sales. The Police did not object to the application, having agreed on the conditions. One written objection was received from a local resident, raising concerns about the need for a 24-hour licence, potential litter, increased street drinking, and the impact on public health given Hounslow's high rate of alcoholism. The panel was satisfied that these concerns could be addressed through the imposed conditions, particularly the restriction on direct sales and the operation of the Challenge 25 policy.
