The Licensing Panel of Hounslow Council met on Monday 17 August 2026 and made a significant decision regarding a local business. The licence for Polski Sklep t/a Your Local Food & Wine was revoked following a review hearing.

Polski Sklep t/a Your Local Food & Wine Licence Revoked

The premises licence for Polski Sklep t/a Your Local Food & Wine, located at 491B London Road, Isleworth, TW7 4DA, was revoked by the Licensing Panel. This decision followed a review application submitted by Hounslow Council's Licensing Enforcement team. The application was based on alleged breaches of two licensing objectives: the prevention of crime and disorder, and the protection of children from harm.

The Panel heard evidence that on 9 April 2026, an underage sales exercise resulted in a 15-year-old volunteer being able to purchase alcohol from the premises without being asked for identification. Subsequently, on 28 May 2026, a joint inspection by Trading Standards and Licensing teams discovered over 4,532 cigarettes in non-plain packaging, 237 non-compliant vapes, and three 50g pouches of rolling tobacco. Some of these illicit products were found concealed in various locations within the premises.

Mr Jigar Priteshkumar Patel, representing the Premises Licence Holder, Your Food and Wine Ltd, accepted that the sale of alcohol to a minor and the sale of illicit tobacco had occurred. He stated that changes had been made, including the removal of the staff member involved in the underage sale and Mr Patel undergoing training. He also explained that the illicit tobacco had been purchased from a European seller and he was under the impression it was lawful.

Councillor Tony Louki, ward councillor for Osterley & Spring Grove, also made representations, highlighting the area's reputation for underage alcohol sales and illegal cigarettes, and expressed concern about the proximity of the premises to schools and a college.

The Panel considered the options available, including modifying conditions, excluding licensable activities, suspending the licence, or revoking it. Citing Hounslow Council's Statement of Licensing Policy 2025¹ and the Statutory Guidance², which state that revocation should be seriously considered when licensing objectives are undermined, the Panel concluded that the licence holder's conduct had fallen considerably below expected standards. The sale of illicit tobacco and alcohol to underage customers was deemed to have seriously undermined the licensing objectives. The Panel also noted the proximity of the premises to educational institutions, exacerbating concerns about potential harm to children.

Given the serious breaches and the failure to demonstrate tangible improvement after the initial incidents, the Panel decided that suspension would not be sufficient. Therefore, the licence for Polski Sklep t/a Your Local Food & Wine was revoked.
