Open Council Network is an independent organisation. We report on Middlesbrough and are not the council. About us
The Standards Committee of Middlesbrough Council was scheduled to consider a quarterly update report on the operation of the Council's Member Code of Conduct complaints process. The meeting was also scheduled to review proposed revisions to the Council's Code of Conduct arrangements and associated procedures.
Quarterly Update Report to Standards Committee
The committee was scheduled to receive a quarterly update on the Member Code of Conduct complaints process. The report was intended to provide information on the administration and handling of complaints, identify emerging issues, and monitor the effectiveness of the Council's standards arrangements. It was also scheduled to update the committee on progress made in implementing a motion approved by Full Council on 15 July 2026, which related to the management of Member Code of Conduct complaints and proposed revisions to the Council's Code of Conduct arrangements and associated procedures.
The report detailed complaint volumes and outcomes for the years 2021 to 2026, with specific figures for ongoing complaints as at 28 September 2026. It noted that 8 complaints had been concluded since the previous committee meeting on 29 June 2026. The report indicated that no recurring themes or significant trends had been identified within complaints received during the current reporting period.
A significant part of the report was dedicated to an update on Motion No. 183, which aimed to establish a target of 20 weeks for the completion of all Member Code of Conduct complaints. The report indicated that this target had been reflected in the review of the code of conduct arrangements and that delays to this timescale would be reported to the Standards Committee. The report also detailed the progress in implementing other aspects of the motion, including exceptions to the timescale for delays arising from external statutory bodies and the inclusion of time taken by commissioned parties within the 20-week period.
The committee was invited to consider the format and content of the monthly update reports, provide comments on the draft revised Code of Conduct arrangements, and identify any standards-related training or development topics that Members would find beneficial for 2026/27. The draft revised Code of Conduct arrangements, attached as Appendix 1 to the report, included key changes such as the introduction of the 20-week target timescale, clear provisions regarding exceptions, and enhanced reporting arrangements.
The report was submitted for information and discussion, with proposed decisions including noting the content of the report. Actions to be taken included updating the draft Code of Conduct arrangements, circulating the final version to members, and adding it to the Council's website.
