The Buckinghamshire Council Licensing (Premises) Sub-Committee met on Thursday 20 August 2026 to consider a Temporary Event Notice (TEN) for The Bricklayer's Arms public house. The committee decided to allow the event to proceed as submitted, without imposing any additional conditions.

Temporary Event Notice for The Bricklayer's Arms

The Sub-Committee considered a Temporary Event Notice (TEN) submitted by Puja Kubavat, the premises user for The Bricklayer's Arms, located at 19 Walton Terrace, Aylesbury, HP21 7QY. The TEN was for a live ska and reggae music performance by the band Riffs in the pub's garden area on 22 August 2026, between 5pm and 9pm, for up to 100 people.

Environmental Health had lodged an objection to the TEN on the grounds of preventing public nuisance. They cited a history of noise complaints from the premises, including a previous noise abatement notice and a review of the premises licence that resulted in restrictions on outdoor music. While acknowledging that the current operators, Ananta Hospitality Ltd, were not responsible for past issues, Environmental Health expressed concerns that amplified live music in the garden could still disturb nearby residents. This concern was based on noise monitoring from a previous event on 1 August 2026, where amplified music, particularly bass frequencies, was audible inside a neighbouring home.

However, the Sub-Committee was persuaded by the evidence presented by Puja Kubavat and her partner, Apurva Patel, who highlighted the proactive steps they had taken to manage events responsibly. These included engaging directly with residents, providing updated notification letters with event timings, and voluntarily moving a DJ event indoors on 15 August 2026 to minimise noise. They also stated they were conducting their own noise monitoring and retaining CCTV footage.

The Sub-Committee noted that the proposed live music for the TEN was limited to approximately 90 minutes in total, spread across two 45-minute sets, with the event concluding at 9pm. They also took into account that there was currently only one active complainant regarding noise from the premises and that Environmental Health confirmed no formal statutory private nuisance investigation was underway concerning the current operators.

The Sub-Committee concluded that refusing the TEN would place excessive weight on historical issues under previous management and would not recognise the current operators' efforts to manage events responsibly. They determined that the event, as proposed, would not undermine the prevention of public nuisance licensing objective and therefore decided to allow the TEN to proceed as submitted, without imposing any additional conditions from the existing premises licence.

The decision notice, outlining the reasons for this decision, was to be sent to the applicant and other relevant parties. Any party aggrieved by the decision has the right to appeal to the Magistrates Court within 21 days of notification, but no later than five working days before the event date.
