The Licensing Act 2003 Sub-Committee of East Riding of Yorkshire Council met on Thursday 24 September 2026 to consider an application to vary a premises licence. The committee approved the application for The Mulberry, 70 Aire Street, Goole, subject to revised conditions agreed between the applicant and Humberside Police.
Variation of Premises Licence for The Mulberry, Goole
The Sub-Committee considered an application to vary the premises licence for The Mulberry, located at 70 Aire Street, Goole, under Section 34 of the Licensing Act 2003. The application, submitted by Admiral Taverns Limited, sought to extend the opening hours, hours for the sale of alcohol, and hours for live and recorded music.
Specifically, the proposed changes included:
- Opening Hours: Extended from Monday to Wednesday 09:00 to 23:30 (no change), Thursday 09:00 to 02:30 (previously 01:00), and Friday to Sunday 09:00 to 03:30 (previously 02:30).
- Live and Recorded Music: Extended from Monday to Wednesday 09:00 to 23:00 (no change), Thursday 09:00 to 02:00 (previously 01:00), and Friday to Sunday 09:00 to 03:00 (previously 02:30).
- Sale of Alcohol (on and off sales): Extended from Monday to Wednesday 09:00 to 23:00 (no change), Thursday 09:00 to 02:00 (previously 00:30), and Friday to Sunday 09:00 to 03:00 (previously 02:00).
Humberside Police, as a responsible authority, had initially raised an objection concerning the licensing objectives of the prevention of crime and disorder and the protection of children from harm. However, prior to the meeting, the applicant and Humberside Police reached an agreement on a set of revised conditions.
The Sub-Committee noted that these revised conditions effectively withdrew the original objection. After considering the application, the submissions from all parties, and the revised conditions, the Sub-Committee resolved to approve the application as submitted.
The approval was subject to the implementation of the following revised conditions:
- General: The CCTV system will be registered under the General Data Protection Regulation1, with recordings provided to police or local authority officers within 48 hours. Recordings will be time and date marked, in real time, of evidential quality, and cover all areas including entrances and exits. This replaces the current CCTV condition.
- Prevention of Crime and Disorder: All staff will receive comprehensive training on responsible alcohol service, age verification, and promoting licensing objectives, with records retained for at least six months and available for inspection.
- Public Safety: A SIA registered door supervisor will be on duty from 22:00 hours until close every Friday and Saturday evening, bank holiday weekends, and the day prior to bank holidays when trading extends beyond 01:00 hours. The need for door supervisors at other times will be assessed via risk assessment. A documented staff training package on licensing law and drug awareness, reviewed annually, will be maintained. An incident report logbook will be kept and produced to authorised officers upon request.
- Protection of Children from Harm: The premises will operate a proof of age scheme, with a record of all refusals kept and made available for inspection.
The Sub-Committee's decision was based on the agreement reached between the applicant and Humberside Police, which they deemed appropriate and proportionate for the promotion of the licensing objectives.
