Summary
Open Council Network is an independent organisation. We report on East Riding of Yorkshire and are not the council. About us
The East Riding of Yorkshire Council's Full Council meeting was scheduled to discuss a range of important matters, including the adoption of new policies, the review of committee structures, and updates on council business. A key item on the agenda was the proposed creation of new Smoking and Vaping Policies for council workplaces.
Smoking and Vaping Policies
Councillor Smith was scheduled to propose a motion for the Council to endorse the creation of its Smoking and Vaping Policies. The proposed policies aimed to support the creation and maintenance of smoke-free and vape-free council workplaces, vehicles, and public-facing environments. The motion also included provisions for appropriate communication, signage, and support for managers. Furthermore, councillors were to be encouraged to act as ambassadors for the policy, promoting healthy, smoke-free, and vape-free environments within their wards and communities. The proposal also intended to ensure that employees and councillors wishing to stop smoking were made aware of and could access evidence-based support and cessation services.
Proportionality and Allocation of Places on Committees
A report from the Chief Executive was scheduled for consideration regarding the proportionality and allocation of places on council committees. This report outlined the legislative requirements for ensuring political balance on committees, as stipulated by Section 15 of the Local Government and Housing Act 1989. The report detailed proposed allocations for ordinary committees, excluding the Standards Committee, to take effect from 31 October 2026. Different provisions were proposed for the Standards Committee, allowing for immediate implementation, to ensure representation from all groups without any single group holding a majority. The report included detailed tables outlining the proposed seat allocations for various committees, such as Planning, Licensing, Pensions, Audit, and Overview and Scrutiny committees, across different political groups, including Conservative, Independent, Labour, Liberal Democrat, People Before Party, and Reform UK.
Leader's Update and Portfolio Holder Report
An oral report was scheduled from the Leader of the Council, providing an update on current issues. Additionally, the Portfolio Holder for Adults Health and Care was scheduled to provide an oral report on matters within their remit.
Receiving Minutes and Communications
The meeting was also scheduled to receive the minutes of the previous Full Council meeting held on 29 July 2026. Furthermore, the Council was to receive and consider the minutes from various Cabinet and Committee meetings, including The Cabinet, Overview Management and Scrutiny Committee and its sub-committees (Children and Young People, CQC Improvement, Environment and Regeneration, Overview Management and Scrutiny), and Non-Executive Committees and Sub-Committees (Appeals (Education), Audit, Eastern Area Planning Sub-Committee, Pensions, Planning, Standards Assessment Sub-Committee, Standards, and Western Area Planning Sub-Committee). The agenda also included an item to receive such communications as the Chairman or Chief Executive might desire to lay before the Council.
Petitions and Questions
The meeting was scheduled to receive any petitions submitted by the public. Additionally, there was an agenda item for Questions Under Procedure Rule 7.8(i) and Outside Body Questions, allowing for members to raise specific queries.
