The Planning and Development Control Committee of Leicester Council met on Wednesday 12 June 2024 to discuss several planning applications and contraventions. Key decisions were made regarding the Mayflower pub on Jervis Road, 190 London Road, and 42 Clarefield Road.
Mayflower Pub on Jervis Road
The committee discussed an application (2024-0076) for the change of use of the vacant Mayflower pub on the corner of Jervis Road and Ocean Road to a place of worship with ancillary community and education space. The proposal included alterations to the car park and curtilage layout, with 23 parking spaces and ancillary cycle stands. The recommendation was for conditional approval, with additional conditions regarding traffic management and a travel plan.
Councillor Osman spoke in support of the application, highlighting the community's need for development on the derelict site. Concerns were raised about the potential traffic and parking issues, but it was noted that the existing use of the pub could already attract significant numbers of visitors. The application was approved subject to the conditions outlined, including the additional travel plan condition.
For more details, you can refer to the Mayflower final report.
190 London Road
An application (20212876) for the construction of a detached three-story building to provide eight flats at 190 London Road was discussed. The proposal included soft and hard landscaping, car and bicycle parking, and the retention of a significant tree at the front of the site. The committee noted that the development would provide much-needed housing and was in line with the character of the area.
Councillor Cassidy raised questions about the access and egress for vehicles, which were clarified by the planning officers. The application was approved subject to the conditions outlined in the report, including the retention of the tree and the implementation of a landscaping scheme.
Further information can be found in the 190 London Road committee report.
42 Clarefield Road
The committee reviewed an application (2024-01-75) for the change of use of a semi-detached dwelling at 42 Clarefield Road to a residential care home for two individuals aged between 7 to 18. The proposal included internal changes to accommodate the care home, with no external alterations.
Councillor Moore and Councillor Cassidy expressed support for the application, noting the importance of providing a family-like environment for children in care. The application was approved subject to conditions, including the installation of noise insulation measures.
Details of the application can be found in the 42 Clarefield Road final report.
