And welcome everybody, those who are present in the county rooms, and also those who are watching by the area. This is a meeting, the last meeting of public protection committee divided into two sections, first of all the licensing committee and then the public protection committee. First of all apologies, I received apologies from Casper Hissam, Casper and the Barker, Casper Wilkes, Scalding and White, and substitutes this evening on Casper's John Tagg and Casper David Cocheson. That is about one item two on the agenda of the licensing committee, deals with decorations and interest in relation to licensing matters. All the way. Item three, which is pages three to six in your agenda pack, is next to the previous meeting. Does everyone agree that this, thank you, Casper Williams, when it's agreed. Item four on the licensing committee, agenda is the payment licensing 11th and 3th generation act, which is pages 7 to 14 of your agenda pack, and if I can just hand over to Matt to get a summary. Yes, thank you, Chair, evening Councillors. This report deals with payment licensing, regime. It gives you that certain reports of this over the past few years. It starts off as a temporary measure in the pandemic to allow or focus this to be able to chair this outside, so this outside for being because that was on the inside. What's happened now is development through the generation act made with the regime permits. There have been a few changes which detail the table of £4 of the board which I've run through. Previously on the temporary restrictions, the licensing committee was maximum to one a year. The new provisions are going to be maximum over two years, and there shouldn't be two years in essence of the reason, not two. In terms of fees, you're over previously the range between 0 and 100 pounds from previously the committee and agreed that it wouldn't be charging that time to buy and produce business and health businesses. The new provisions are that it's a new application that's now raising between 0 and 500 pounds and for renewables, it's between 0 and 350 pounds, and there is a proposal recommendation on some fees, but it's your attention. It's the moment. In terms of renewables, in terms of the temporary provision, there was no renewal process. It was just you would issue another license for a technical point, really, and in an incursion, there is a specific renewal provision within the allowance of lights being renewed, as opposed to just having a new long bandwidth in each time. The old provisions were quite short in terms of consultation and determination, so they used to be very short consultation period for this actually possibilities, which was a high rate authority, and for members of the board which were seven days, and then after that, the council had seven days of interning to the application itself. They both been extended to just 14 days, so moving from a 14 day total to a 28 day total, which was a lot of the authorities that passed towards during the consultation in relation to this. It was a time to probably consider those applications that were coming in. In the original contemporary provisions, payment licenses or areas that were granted a payment license to work with, included it as an intention on respect protection on it, and on the new provisions they had done. I think it was an oversight from the temporary provisions, and actually all that means is you'll be aware of respect, protection, support in the town centre, one of the additional areas and provision and current addition of the alcohol, but what has happened, or could happen, is that police will authorize office of glass, and one would just have been having an opinion on a payment license area for some printing. It was very nice at that stage when they had came out, so that's a bit included in the house that wouldn't happen. Again, that's a result of consultation, and in terms of enforcement, it has strengthened the enforcement and sort of complaints and capabilities of the law and authority, in terms of what we were saying previously, the provisions for the replication and serving of services, they're still there. We also have the facility to remove furniture, store it, and put any cost incurred in relation to that, and this goes obviously, we need to. It's also an additional provision which allows us to amend our license, and describe certain plans instead of removing it, so that might be that suddenly an area where the license to be found is no longer suitable, it appears there needs to be some satchel entertaining, some very initial pipes, or whatever later, and we're going to need to change it without making it much more for the process of applying for a new monitor. We've got the actual make-up license, it's possible to borrow, and actually we'll now send it to the moment part of the house that we have, our services in Samsung, as we've posted earlier, in the Samsung previously, and there have been a lot of research that was in the Samsung. In terms of what we're going to be asking before, for the recommendation, the first one is just no contents for all this moving from a temperature of urban ratio, and that has happened already. Second one is to do a recent proposed amendment, this added condition of all licenses, then we're going to make a track change, and it's one, unfortunately it's published, it's been the F-1000 show of the amendments, but in any form, that is the one oldest new ones, not the one ones, and I can't give it a change if you'd like to. The third recommendation is to read the proposed fees, which are the master of the next, and the fourth is to read the proposed standard license period, so that we're going to make it a two-year maximum as the normal, but shortness, it was the reason for your own individual application. So, the point to the fees, particularly due to the report we laid down, what we are expecting, we're going to focus in, sorry, seven or three, it's going to be 216 pounds, four new applications, and 158 pounds for any new applications. We've done that on basic cost recovery, we can't make profit from it, same as anything else that we do, and that would be for two-year license, not the one-year license. So, that is it really, unless anyone has any questions, that's for the recommendation. Thank you. Does anyone have any comments or questions that they'd like to ask this question about Casa Swimming? No, I'd ask all this, I think the, when it first came in during COVID, as I've said this before, a number of times, on a Sunday, summer's day, looking at going on, but that would be outside. I'm going to drink every some tweets, it's absolutely delightful, I think it's something that we should have. We should encourage nobody else to charge money for anything, but it's a costly, obvious system. We're not going to make any money out of this, so we're going to get the money back for the work that we're doing. I also believe it's a great deal less than many other local authorities around the area, and they've had us for two years as well. It's also, it's also to its credit, and I'm very, very happy to support this. Thank you, Chef. Thank you, Casa Swimming. Are there any other comments that Casa's invite to make or questions? And then again, I agree with the terms more likely to bring the tone, and say puppies to him, so folks, really adds to the vibes of this item, so I agree with that. On point of the fees, I mean, we haven't got business, we haven't got the normal, it's pre-COVID. So could you just repeat the costumes for the licensees? Okay. Madam Chair, can you kill all that? Yes, I'm sorry. Thank you, Madam Chair. So we're proposing that the beat for a new application is 216 rounds. The legislation allows it to be somewhere between nothing and 500, so below the middle, and through the renewals, the legislation is set to be normal to 350, we're opposing 158, we should get in below 50% of all, which allows a charge. We've worked out on a particular basis in terms of how it takes to complete that application, give advice, graphic compliance visits, check notices, and we think that we're opposing it's quite reasonable in terms of the costumes that the discounters between has put it back, but all the local policies that are looking to charge more than they are. So on a possible basis, I think it's reasonable. Thank you. Any other comments or questions from Casa's? Thanks for the report, Mark. Can I just double check for clarity? A new application would be 216. Is that for a three-year period or for a one-year period? And then 158 again is that for a two-year period. So a new person would be 216 for years one and two and 158 for year three and four. Am I reading that correctly or not? Thanks. Yes, you are. That's on the assumption that men has moved that the license period is for two years. So currently we can only use it to up to maximum one year and it's more of a tremendous day to decide that the maximum term up to a period of two years, but if the legislation regarding the state of that should be the normal and only should for a lower period or a lesser period if there's specific individual reasons option. Thanks, Mark. Any other questions or comments from Casa's? So can I take it that the recommendations items one, two, three, and four on phase seven of a general item four are approved. I'll show the answer is insurance. If we now move to the section on the public protection committee which are items five, six, seven, and eight of your agenda sheets item five, any decorations of interest in relation to public protection matters? Item six is the taxi terrorist proposed increase magic. I ask you to summarize report, Harris, please. Yes, thank you, Chet. The purpose of this report is to consider a proposal from a heavy marriage association to increase the fares, which are charged through the meet us within the heavy carriages in the in the rural area. It's been five years to do that last one of these. I'll take you through it a bit more and post might not get really this sort of a process. There's very great proposal or request anytime that the heavy carriage fares are amended or increased. As I said, last one was what happens to what happened in 2019. After what happens tonight, if there is an agreement for proposed amendments, the fares then have to be consulted on, published and consulted on for a period of 14 days. After that, if there were any objection, then we could take those into accounts. If it weren't, then we would have a date set where those fares would come into force. Take you through the report. The current fare that we have, you can find it will be an exact of the report there. It depends on its B and C. You'll notice some minutes from some previous committee meeting in 2015 and 2019. This is where the carriage trade association requested that the initial carriage time went and changed from the normal rates to the second rate to higher rates. They asked previously that it comes forward to 10 p.m. for all in saying the ignites. On both occasions so far, the committee projected that request, but you'll see from the comments of the report that the trade association made the same request at the chance they're addressed today. You'll see a section 2.1. There's a description as to what the reasoning behind the proposal of the request was. The full request email is found at the penalty of the report. It's essentially around the increased costs around sort of possibly living and everything. So the cost of fuel, insurance, green, and vehicle maintenance since the cost of relating people to more increase and also the fact that it's been five years since last year and it was done. It does also include the explanation as to why the failure of posing that the apparently two times your start at 10 o'clock in the midlife support. So in 2023, the trade association submitted a post-table of bears developed based back and forth between licensing and the bank carriage association. And what you can see is Appendix E now is the proposal of being forward to this evening. A bit of context at table sort of Independence F. There is a printout of a magazine article which in private fires that seem unclear. Every single month they list all the carriage fair as with the inside country. There's a round of potatoes. As it stands, we train 328 out of 340 forward and so reasonably near the bottom. We've got certain as a comparison and they are going to 313 out of 334. And if the proposal that is before four this evening was accepted, that will move as to 184 out of 344. There's a table at 214 in the report which outlines the current rates as what they are. So it's one to one hour and two hour and two one hour and two hour and the same to seven. And then what it will be is the proposed bears were in the grief this evening and just at the bottom of the tables are proposed percentage increase. So just to recap the 2.5, the changes that being before the heart. We can increase the flag fairs as the starting amounts as soon as you can turn the meat on the third rate for each tariff. To increase the conditions, the additional distance chart on each tariff, measures the start on the character to midnight and then increase the soil in charge week. And it's contained in some notes that the bottom of the fair sheet of the consumers that explain when the meat should be used and when driving the new registration and grief fairs with the customers. So the recommendations for tonight are 3.1. The first one is those decisions I want to respond to in the first one is to approve or amend the notes back bears, second one is to approve or amend the proposed additional distance charges, the third one is to approve or amend the proposed start on time for tariff 2, otherwise to approve or amend the proposed soil in charge and the fifth one is to approve or amend the additional notes on the characters. If how many questions have you taken? Joanna, if the cancels have any questions or comments that they've got to make you do a report, pass it against. I had very sympathy with the tax drugs from getting it on, but if you have a shift work, and we start one of these tariffs, it actually goes to be another 5, then it's you and the only. I mean, no, it's not something I turn upon to me because, you know, putting our own in their place, I mean, we're not the ten stops of busy in that way. But if you would have worked at a shift work, then you'd finish it to you like them in a clock or even 12 o'clock, which some of my need would actually do. And you use the taxi bolts when it's going out at another 5, then a shift to your one year from the hoping. So some of these, some of these people could be 20, but I think we're so pleased. I do have sympathy. You don't get the wrong with the taxi drugs, they're doing the additional amount of increase, but I think this is just a bit too long. Much would you like to make comments and that can I add a question to it at the name, in that it's the change in the time from midnight to 10 in the only because of the rules. When does the tariffs start early morning? The change. In relation to the shift work for certain times, something else that we need to bear in mind when we are thinking about the fairs is it's divided behind the community and the fairs of any charge. They're not regulated or so over. There's no people pushing for that to happen. I've been in control over it. So it's free market, essentially. We've seen that my affairs have followed over the past few years, which is perfectly entitled to do. And so it depends very much on the consumers and what sort of taxi they want to. To usually can choose one item and go between which a company can come around if you like. But if they're auctioning that happening, carriage and if the journey is between the new council address and other new council of us, it wouldn't be more said than that. The drivers could charge less. What would happen on the meet would be the maximum charge and it could charge. So it's partially for human choice of which one they use. But yes, it would be an increase on those charges. I'll just move to the right-hand side and tell you the answer to the second one. I'm going to put in fairs. The starting time for tariff one is six o'clock. So tariff two is in place midnight till six a.m. If we're looking at the proposals for the before the appendix D, it would change. It's still six a.m. in the morning, but it sounds around the end of the year that a large window would be charged. The explanation that the association given is that it's in line with many of our new authorities at 10 p.m. including Stoke. So it's different here than it is to other countries around the morning. Any other questions or comments from the council? Thank you, Madam Chair. When I first looked at the percentage increases, which are all at least totally in place even when it was as high as 10%, I did share the concerns of my fellow council council, really, but the comments I'd like to make is having heard all the other information about where we are in the lead table with charges and the fact that there hasn't been any increase in five years and the other points that have been made, I think that that may be that is a fair fair assessment. The only concern I'm going to throw in is the fact that we live in times with quite unreliable boss services and not very good collectivity will be transferred, particularly if you're going out into the more sending raw rewards, which I live myself. So I think there is a balance to be struck because we don't want people to be completely ruined and not able to go to employment or training that would benefit themselves under funding economy. So I do think it's quite a difficult balance to strike and as I say, when I first saw the percentage increases, I was a bit concerned, but I think on balancing everything else, I would be minded to support the proposals. Thank you. Would you like to comment on that? Yes, thank you, Chair. Yes, if you look through the table from the national table and if you're fortunate enough to look in more frequently, like I did, you'll see that the policies change and actions every year or every two years. So those proposals are having no offer them more regularly than we've had. So once we had our investing last year and there was some back and forth between us to make sure that we were looking forward, we thought it was a reasonable request to yourself. So thank you, comments. Thank you. Any other questions or comments? That's right. Thank you, Chair. Yeah, I agree with some of the comments that the houses are made. I mean, if you look at some of the costs involved over the last five years, I've got car insurance in the last year, especially I can see why there's a case for an increase. But they can be concerned to me over is the ending of the tariff two times from 10 to midnight. Because the last two times has come up before this committee in the last 10 years, it's been projected. I just wanted to take a bit of the whole background, give it on the debate that was held then and why we've resisted changing that. It's because the impact on a nighttime economy, and one of the matters was a more background on the compensate for taking place around that tariff few change. Thank you. Thank you, Councillor. I've got no future likes. Come on, so nice. Yes, thank you, Councillor. All the drivers, I do think, Simon, very important to the point on the minutes for this. I think it's very similar to comments that Council believe has already made in terms of consumers. But although the nighttime economy has changed by a lot over the past few years, soon in 2015, 2019, there was more of a plus a nighttime economy and it was thought to be various consumers to have its midnight round and early on. I don't think we've looked really previously at the local authority the more they have. I can't confirm that any of the local authority has no people in the South, which I know is 10 p.m. I think I've got more to go on than what you've got in terms of the minutes and after the motion of the point. Thank you very much. Any other comments or questions? Councillor let's just... When you see two questions, that's okay. When you see Stoker's 10 p.m. So if you get it up to say a new council that it's a Stoker license, can't say no. They'll not want to play the 10 p.m. Okay, so it isn't with the report and it can't really exist in terms of what the law allows, and it doesn't have the legislation, it's the meat that the heritage is and meat is. So if you coz I don't have the heritage here and you want to go to Plateston or Poshy for all stands and or whatever, the maximum you could be charged is what's on the meter. If you want to go from here to here, you want to go to a circulation and there's an opportunity for the driver before the genetic emphasis to agree and alternative that. They may or no need to as well to show what it is, but here's the succession might be say 12 pounds or 1 meter. If they agree in advance with the customer, it's only or anymore. It's it's only there is stuff that you want to meet the charges when they're making sure you're the start and then therefore a so-called association of handling they have to use their certain rates that whatever sign it was, if they came to the social station to new council, same thing applies, if you're going to agree with the consumer to say it's going to be X amount, that would be one at the end of the journey. Thanks Mark. Can we just ask one more question? We've got them the silent charge. I think it's now it's currently 60 and we want to do the RT80. Just if a driver takes two to three people who have obviously unlocked a drink, does he have to tell them if they make a mess in the taxi, whether it be being sick or we and the taxpayer charge or it's just displayed in the taxi, but it's up to be a good evening before the journey commences. I appreciate the charge because the taxi would have to come up through to be about it. I'm just curious to know this out to be a good evening before the journey commences. Thanks. Now it would have to be great for the journey commences. It would be set down as a maximum phase. It could be charged if with whatever members agree it's a good consultation. It's actually a difficult conversation that satisfies the handling of the customer, if they've got something else in the car, then trying to cover that money. I know from the screen it's several of the trade that did happen with the proper value to its coverage, to the leading of the vehicle, but that's why there's a robust, really increased, to try and calculate those costs that they do and care. It's not just the getting the options, they're off the road, they're not learning. So yeah, it comes down to pages of the conversation between trying the customer. I have a additional comment on that would be that most taxis that aren't being in actually has a sign somewhere within the taxi that says any excessive planning will need to be paid for. So there are more people and it comes on as contractual with how they're going to take you someone. And the Councillor Sweeney. I think I was on security five years ago when we discussed this. I don't remember the 12 down to 10 with some discussion. I think some of you might be in here, I know it says, what about 11 o'clock? So we beat them halfway and 12 down to 11. That's just slightly evident, but it's interesting that actually you like to go on that yet. So the recommendation is to agree or amend the proposal. So if there was all the fast as opposed to 10 or 12, that would be perfectly liable. Again, that was a beautiful opportunity to proceed in. Yeah. I think I support something along that line. I think I support the proposals for others. And then that's a two time to 11 o'clock. That's something we support hats and discuss. I think that has been really interesting because if you want to, I know that's just basically that I was second to 11 o'clock. I think that's an off way, which is not a piece. A lot of people are upset, but a lot of people will be well at least quite a few people. Any other kinds of questions? Councillor Williams. Thank you, Madam Chair. I think the last time you talked about it, I think it's £50. Once in like you correctly say, in the tax use, there's a sign that that's your idea that anybody stores the tax use. In the staff, it's a real low wage economy. And the cost of, I think the tax use do a fantastic person. It's been mentioned that it's appreciated most of those. It's a follow-up way, real low. And if that's all in this use, and if an example was late, it's got to say, after far looking at these numbers, it's probably tragic. And if people live there and they want to come in the sound, it's really, really, really a chance. So, it's been a good day, obviously, a good month to make the points. I'm not excreting the velocity yet, but it takes all of the areas throughout the country, from all the prosperous to all this. And they just sit again and repeat on the city. So, and then, kind of, we can't understand what we're doing in charge. Did you get a sense to extend that piece? Absolutely. It's a table actually before the report, which is about it. What was you doing? Yep. So, currently, it's over to 328 out of 344. The sheet that you have, the appendix, which has the table based on the sumile grades, four, three, and one. So, like, the lowest number of standards, for that grade, we would be, if I'm only five in Newcastle, as it stands, they would be five in the 90s. So, if we read the, sorry, if you read the proposals, because then you may, you'll be six out of 90. So, the 75 out of 90 currently, they must have entered there as a 2022. And I'll do like this, but there's, it's reliant on the trade making that request. I was aware of the trade body, it's set very different to the one that's here in Newcastle. So, it'd be incumbent on then to make that request to the City Council, and then to consider it. I'm sure we'd charge, we'd be able to, then, we'll see other policies. The other issue on COVID-19 would make is taking a counter with what all the Councillors have said in the comments and the questions, is that the last time we reviewed the castings was in 2019. So, we've been, there's in 2022, so there are a little bit of that, but back in that we've been dragging our feet in raising any fees for some years before, that this was discussed. I would also say that this is my kind, not a shadow, just Councillor in that, as well as that, we have to take on board the fact that we need to compare ourselves with other or Councillors, and make sure that there's some sort of equality across, not just the fees that are charged by looking at, like Councillor Williams said, how prosperous a particular or a Councillor is, that those my only comments that I would make. Are there any other questions or comments from Councillors? Perhaps, does anybody want to take a vote on whether it's 10 o'clock, 11 o'clock, or midnight, which is a recommendation taken out of the general recommendations? Councillor Sweeney. I take a question, I'd like to read the 11 o'clock please. Anyone second that, Councillor interjecting. Perhaps, if I have a vote then please, moving to 11 o'clock instead of 10. If I say I can take that on board, is everyone happy to vote in favour of all the other recommendations? Can we have a share of hands, please? So, I had to ascend on the agenda as my amendment to tax the licensing policy provisions relating to tinted windows, that could you give us a summary in the report please? Councillor interjecting. Yes, thank you, Chair. To report, I'm going to introduce Andy Oggley, the responsible manager of the Board of Council. You may or may not know him already. He's here for some assistance with the test, the testing on that and any comments and sort of questions you might have to him. And you'll remember, Councillors, that we call this regional policy provision to you in December, committee. The original proposal of the Council was in our safety licensing policy from all the, apparently some of my individuals being required to have every visit and submit an amendment 35. So, it might prove them. The request and recommendation was to be moved in line with some of the local authorities to allow any manufacturer with his windows, with arms, they'll end the activity. And the Council with the meeting were supportive, I think, of looking more with the manufacturer and the package of tinted windows, because it was very aware that lots of vehicles or new vehicles now have those as standards and how policy was actually making it quite far and detrimental to trades to put new objectives on. But also, members wanted us to read with it of the potential of quite a different sense to them as opposed to just allowing any vehicle with a level of manufacturer tinted. So, we've pulled it back before we today. And in terms of recommendation, we've provided a second one, so we could retain our original recommendation that could be any vehicle that has fabricated tinted floor groups and windows around aftermarket tinting and our original one. And all the new of all which we put into place as a proposal for you tonight is infinity being a 35 cent transmission of bikes with a 2 cent tolerance, it would be 18 cent transmission of life, 2 cent tolerance. Let's try to do it in December and the background in terms of our policy and why it's been there historically been thought to be a public safety issue. And the Department of Transport very recently stated that they don't think tinted windows are a public safety issue. But it is still for the authorities to decide what they have in their taxi licence and policy in respect to this. So, what we've done since December is we reviewed all of the vehicles, but until the time of writing a report that fails, the taxi test that have even been purely or primarily just a little bit over too long. So, there's a table of 2.2 of the reports. There's 17 vehicles in the papers, so we wrote a report and another two that we've failed on Friday, which has been able to give us all the dates on. We'll see from the balance. Nine after the 17, we've picked a 20 cent bike transmission requirements for the 6, and we've had to allow 16 to 18, so we've fallen into the recommendation that we're proposing today. And there was only one that was completely out of life over this day, which is common sense. There was one who was on the reading, the reason why I was taking the most of the vehicles being put forward is an executive show for the type of vehicle, which is on another part of some of the policy guidelines for those in the type of work that they ought to take. We did try to obtain and witness notifications from various ranges from the main manufacturers, so it will be primarily sort of the twigs, and I should do most of the high-bridge vehicles to be handled with it. We can't find specifications anywhere. They're not going to online, they're compacted, put lots of dealers who agreed in reply or were able to assist in the inquiries that we're making. So, that's how we've approached the problem in terms of what sort of vehicles we're getting in, and what we're getting. As of then, it's one. There's a list of vehicle, others that both know it's always rotated by and the engine within testing vehicles. So, you'll see, in Texas, one of the first folks who is a vehicle that has a lifelong mission of 23% and you can quite clearly see one of the tests that sat onto me is on the car and all the way through. The second folks' home is 20% and again, there's visibility all the way through the business of the vehicle. The third one is 25% and which is obviously allowed me to see more of that, and the last one is 72% or you'd expect to be able to see through the front-bridge screen and design if I'm doing it as well. And it did provide you to be with a folks' home and finding one that is 2% so very, very darn. Unfortunately, I'm made into the agenda if anyone does want to see it on the show it in and you can't see it. So, that is what I would probably thought about when we pulled that back down and previously that's last time. So, it's that very sort of single cement-ish that would be at that point here again. So, there's a recommendation to be left at a normal. So, there's the original recommendation in relation to having vehicles riding with any tinnitus-factricated mass actricators. Now, I think it's intimate for them. And for the new proposal we're putting forwards as an uncertainty, it would be trying out for 18% transmission of mines with a 2% tolerance. If anyone has any questions for me, go around with the enders. Does anybody want to do that, sir? Apologies, if you're seeing on code just very often, take a photo of the window aside from there. One thing we'll say is that as cars that we get to assume that tend to be hybrid and electric cars, which is part of what the motor wants. We could spend a lot of months still seeing electric vehicles from the motor, we've got to go into the rear side. It seems as part of everything is always being able to buy cars, electrically. You probably hear them in electric vehicles. You eat the carbon on the car. And part of that also, there's a reversal in the sun. Telling to buy the vehicles that have got tinted work is to challenge it, keep cars cool. So you've got abuse, ethnicity, less. Once you've got that over with this, when you get some cars coming through, it's an obviously spent three years in Japan. UK's and central cars are going to be coming. They have got that over with this. Then when we take the cell phone off, they're going to 25%, but she's trying to stand up after 30. So we haven't got a lot of people putting a lot of money into the vehicles. So it's a major expense to maintain our chance to change the windows. Sometimes you're not being available, so you have to go into the aftermarket where it's good to take that. In this case, we don't get a lot of specifications on. The new vehicles that we want to say that are more fuel efficient and the hybrid, because the trend is more sensitive with this, because this has to change and become a bit more tolerant on the longest kind of thing. I've got a very simple question. Boy, what have the other vehicles to be at a factory that is in an aftermarket tent, just because it's a film or can you get windows right then replace the tent and have the other aircrafts? You're normally fine by the measures. These that are the film on the 2%. So, it's more than most film on the end of that's the black out window. The factory-fed window, you can always see those. I think it was that last comment that you said there, Castle Williams, there's two issues. Firstly, it's when the vehicles come in for their test, we would expect them to be factory fitted once only aftermarket's in Tom. If they did, it would either need to be removed at that point in their test, but again, make sure it's compliant with whatever the policy was at the time. If we found a vehicle that had past this test, and then subsequently put some further on some sort of aftermarket tent, then you'll be aware of that. But for the anti-policy, anti-policy, anti-policy, we've got a range of options there, you know, to us in speaking to our players, and then it could be that officer deals with the financial rules, or it could be that we've been into this subcommittee, for members to look at and make a decision. So we'd be up and see if ours can apply as important, but we will be checking people, not just on this, on other types of matters, throughout the course of the license anyway. On the table on 2.2, if we would go with option B, which is 17, 18% of the 2.2% tolerance, there's a car on there which had the field admitted, which had 16% light transmission, so even though it's got a aftermarket film, that's still part of the sequel to the other option B, rather than the other option A. No. If they had to build this visit, and we've built it, it was 16%, they still had to remove the film, and then we'd overlap the line through it, because she wouldn't have a film, she wouldn't make sure I know I said that very sense, so I don't think we'd sort of a reading on that, but we'd build on it. I did have a car on the day, it's actually a brand new car, it's a cave in, and it's got fairly fitted, so it's such an unfair test. It runs away in the sense of the test, and it failed then, to show it out, to show it back to 30%. So, on the floor, it's actually a test where there's no interest in the end of a cocktail, which is a big solution, because there's no way to go back on. In your example, on the cancer, it was, as it currently stands, it failed on 16 with the film on, if they'd removed that, and it had been 35, it was a pass, if they removed it, the 25, it still was failed, subjected to any changes that we've seen. I wouldn't like somebody to buy a new Toyota, spend a lot of money, sometimes it's actually like we were lived in the borough, in Washington borough, and then it fails, because these 3% less, but I think it's actually fitted in a didn't make sense, so I would kind of go a little bit up on that. There was a great deal of discussion in favour of factory fitted, and what we're looking at specifically was the safety aspect of learning female in the back of the car, or learning vulnerable person being male or female in the back of the car, where the windows were excessively tinted. I think at that time we were looking at the whole idea of just sticking to factory fitted, because it also gives a defence to the taxi driver to say, this is how I bought it. It was considered safe at the time, and I don't think you can get run on. I would like to thank Matt, because we did ask for extra information, and it's not so easy to find that, but it's also a readiness to come along with give expert advice, which I think has helped us to make the decision. So perhaps if we look at the two recommendations, there's a recommendation A, or recommendation B, if no one has any further comments or questions. Recommendation A, vehicles can only have factory fitted, tinted, privacy windows, and not after market tinting, but we had a show of favour. Can I do it, number A, yes, can we come in with those in favour of A? Or B, having a fitted rearwood, possibly windows that are not every tinted or blacked out, allowing to 18 cent transmission of light combined with regulations. They want a favour of that, David.
