The Resources & Delivering Value Scrutiny Board of Solihull Council met on Monday, 17 June 2024. The meeting primarily focused on the work programme for the upcoming year, the potential involvement of the new mayor, and the quarterly financial performance report.
Work Programme for 2024/25
The main change to the work programme was the scheduling of the workforce report for the December meeting. Councillor L Kaye raised several points regarding the work programme, including the inclusion of combined authority visits and the potential for the new mayor to address the council. Councillor Kaye suggested that the new mayor, who did not attend the Councillor's Day last week, should be invited to address the council to outline his plans for Solihull. This suggestion was noted, but it was mentioned that such a request might be better directed at the council leader, Councillor Ian Courts.
Councillor Kaye also highlighted the need for clarity in the quarterly financial performance report, questioning whether it referred to financial or fiscal performance. It was clarified that the report should indeed refer to financial performance.
Quarterly Financial Performance Report
The quarterly financial performance report was discussed, with Councillor Kaye questioning the terminology used in the report. It was clarified that the report should refer to financial performance rather than fiscal performance. Councillor Kaye also mentioned the importance of including the workforce report in the work programme, particularly focusing on workforce sickness days in Adult Social Care and Children’s Services, management training arrangements, and Human Resources arrangements in Solihull Community Housing (SCH).
Exclusion of the Press and Public
The meeting included a motion to exclude the press and public for the discussion of certain items, as the report contained exempt information as defined in Schedule 12A of the Local Government Act 19721.
