The Regulatory Committee of Preston Council convened on Wednesday, 26 June 2024, to discuss various public rights of way and footpath modifications. Key decisions included the addition and deletion of bridleways in Over Wyresdale, the upgrade of a footpath to a bridleway in Warton, and the diversion of footpaths at Little Bluestone Cottage, Ellel Quarry, and Height Barn Farm.
Addition and Deletion of Bridleway at Procter Moss Road, Over Wyresdale
The committee reviewed an application to add a bridleway from Procter Moss Road, Over Wyresdale to Bridleway BW0125011 and to delete part of Bridleway BW0125011. The investigation revealed no documentation supporting the existing route B-C, suggesting it was a drafting error. The committee resolved to add the bridleway A-X-B to the Definitive Map and delete the erroneous section B-C.
Upgrade of Footpath to Bridleway, Threagill Lane, Warton
An application was presented to upgrade a footpath to a bridleway along Threagill Lane, Warton. Historical evidence from maps dating back to 1830 supported the existence of a public bridleway. The committee agreed to upgrade the footpath to a bridleway on the Definitive Map.
Existence of Public Rights along Chapel Street Court, Poulton-le-Fylde
The committee investigated public rights along Chapel Street Court, Poulton-le-Fylde. Evidence suggested the route A-B-C had been used as a public footpath since 1945. The committee resolved to add this route to the Definitive Map as a public footpath.
Diversion of Footpath at Little Bluestone Cottage, Mawdesley
An application was reviewed for the diversion of Footpath FP0919055 at Little Bluestone Cottage, Mawdesley. The diversion aimed to enhance privacy and security for the property owners by rerouting the footpath through adjacent pasture land. The committee approved the diversion, subject to no objections being received.
Diversion of Footpaths at Ellel Quarry
The committee considered an application to divert Footpaths FP0113036 and FP0113037 at Ellel Quarry. The diversion was proposed to improve safety and security by rerouting the paths away from the active quarry site. Despite a suggestion for an alternative route, the committee approved the original diversion plan.
Diversion, Extinguishment, and Dedication of Public Paths at Height Barn Farm, Bacup
A comprehensive proposal was discussed for the diversion, extinguishment, and creation of bridleways and footpaths at Height Barn Farm, Bacup. The changes aimed to enhance privacy, security, and safety for the working farm. The committee approved the proposed modifications, including the creation of new paths through public path creation agreements.
