Eastbourne Borough Council Licensing Sub-Committee - Thursday, 27th June, 2024 2.00 pm
June 27, 2024 View on council websiteSummary
The Eastbourne Borough Council Licensing Sub-Committee met to discuss a full variation application for Signor Panino, a restaurant located at 8 Grove Road, Eastbourne. The committee approved the application with conditions, following a detailed discussion on the potential impact on local residents and businesses.
Signor Panino Full Variation Application
The primary agenda item was the consideration of a full variation application submitted by Signor Panino. The restaurant sought to extend its operating hours and include live music as part of its offerings. The current premises licence allows the restaurant to operate until 11 PM, but the new application requested an extension until 1 AM on weekends.
Arguments For and Against
Proponents of the application, including the restaurant's owner, argued that the extended hours and live music would enhance the dining experience and attract more customers, thereby boosting local business. The owner stated, Extending our hours will not only benefit our business but also contribute to the vibrancy of Eastbourne's night-time economy.
However, several local residents and business owners submitted representations expressing concerns about potential noise pollution and increased foot traffic. One resident noted, The noise from live music late at night will disrupt our sleep and negatively impact our quality of life.
Decision and Conditions
After considering the arguments, the committee approved the variation with specific conditions to mitigate the concerns raised. These conditions include:
- Limiting live music to weekends only, and ensuring it ends by midnight.
- Implementing soundproofing measures to minimise noise impact on neighbouring properties.
- Increasing security personnel during extended hours to manage foot traffic and ensure public safety.
The decision aims to balance the interests of the business with the well-being of local residents, aligning with the council's commitment to fostering a thriving yet considerate community.
