The Planning, Taxi Licensing & Rights of Way Committee of Powys Council met on Thursday, 27 June 2024, to discuss various planning applications and updates. Key decisions included the approval of a geodome tent site in Llanymynech and an extension to an agricultural building in Meifod, with specific conditions to address community concerns.
Geodome Tent Site in Llanymynech
The committee reviewed the application 24/0279/FUL for the siting of four geodome tents at Laburnum House, Brynmawr, Llanymynech, submitted by Mr and Mrs Pownall. The proposal included the installation of associated decking areas, outdoor seating, baths, BBQ areas, toilet facilities, a sewage treatment plant, and the construction of passing places.
Councillor Arwel Jones spoke as the local representative, while Mrs C Davies represented Llandysilio Community Council. Mr T Penny voiced objections, and Mr O Evans spoke as the agent. Concerns were raised about the potential impact on the water supply and visual impact of the geodomes. The Senior Planning Officer clarified that Hafren Dyfrdwy had no concerns about the water supply and that the Highways Authority confirmed sufficient space for passing bays and parking.
The committee decided to approve the application with amendments to condition 11, requiring the geodomes to be dark green and maintained as such, and condition 3, mandating the use of more mature trees in the landscaping scheme. The decision was made to ensure the development's visual impact was minimized and adequate landscaping was in place.
The geodomes should be dark green and maintained this colour at all times, rather than being painted every 6 months,stated the Senior Planning Officer.
Extension to Agricultural Building in Meifod
The committee also considered application 24/0251/FUL for the erection of an extension to an agricultural livestock building at Dyffryn, Meifod, submitted by EM & JR Evans. Councillors A Jones and J Wilkinson declared interests and left the meeting during this discussion.
The application was approved as recommended by the officer, with the decision reflecting the need to support agricultural development in the area.
Appeal Decision and Planning Protocol Changes
The committee received information on the appeal decision regarding application 21/1055/CLP for Llanerchydol Hall, Welshpool. The Planning and Environment Decisions Wales (PEDW) dismissed the appeal following a High Court order for re-determination.
Additionally, the committee approved changes to the Planning Protocol, particularly regarding call-ins for resubmitted applications and the role of councillors who are not re-elected or leave mid-term. The changes aim to ensure the protocol remains fit for purpose and provides more power to members.
The proposed changes are a positive move and provide more power to members,noted the Professional Lead Planning.
